Vice Chairman Overfield called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, September 7, 2021. Present were Commissioners, Scott Mangold, Lloyd Thiel, Joe Tilden and Clerk Colleen Renner. Chairman Lee Livingston was absent.
Sheriff Steward led the audience in the Pledge of Allegiance.

Park County Sheriff, Scott Steward Re: Approval to Hire (1) Additional Park County Detention Officer
Sheriff Steward began by introducing Andy Varian, the new Undersheriff. Sheriff Steward is requesting to hire an extra employee in Detention with retirements and moving one employee to the Sergeant position. After brief discussion Commissioner Thiel moved to allow Sheriff Steward to add temporary position staying within his budget in detention, Commissioner Tilden seconded, and motion carried.
Park County Planning & Zoning Director, Joy Hill Re: Consideration and Approval of the Updated Park County Land Use Plan RFP
Ms. Hill stated the Board should have received the draft and asked if they had any changes before its release.
Commissioner Thiel brought up the insurance which was taken out of the county procurement policy and added to the RFP. There being no concern with that Commissioner Tilden made a motion to approve as presented, Commissioner Thiel seconded, and motion carried.
RFPs will be due in the County Clerk’s Office on October 22 by 3 p.m.
Park County Commissioners Re: Discussion on Lifting Park County Fire Restrictions, Resolution 2021-38 10:00 a.m.
Mr. Parker, Dist. 2 Fire Marshall was present and has no objections to lifting the ban since both the Forest Service and BLM have lifted theirs. Commissioner Thiel made a motion to lift the Resolution 2021-38 effective immediately. Commissioner Mangold seconded. Commissioner Tilden stated he still recommends using caution as the dryness is still around us and motion carried.
Park County Planning & Zoning Planner II, Kim Dillivan Re: Roping the Wind Simple Subdivision Final Plat Review - 278
Mr. Dillivan presented the final plat. Jerry Woodward is the applicant and is requesting approval of the final plat for a one-lot simple subdivision comprised of one 9.04-acre lot for residential use and creating the subdivision will result in a remainder parcel of 48.81-acres. Location is 21.5 miles northwest of Ralston and six miles northwest of the Belfry Hwy and located within GR-20 zoning. Neighboring lands are residential and agriculture. Agency notices have been met and no public comments received.
Staff recommends applicant provide all easements by applicable utilities and identify on the plat and comply with Development Regulations.
Commissioner Tilden made a motion to approve as presented, Commissioner Thiel seconded, and motion carried. RESOLUTION 2021-65
Executive Session.
Commissioner Thiel made a request and motion to enter executive session pursuant to W.S. § 16-4-405 (a) (ii), Commissioner Mangold seconded, and motion carried.
Commissioner Thiel moved to exit from executive session, Commissioner Tilden seconded, and the motion carried. No decisions were made in or as a result of the executive session.
