Regular Meeting
Tuesday, February 4, 2020
Vice Chairman Livingston called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, February 4, 2020. Present were Commissioners, Dossie Overfield, Jake Fulkerson, Lloyd Thiel, and Clerk Colleen Renner. Chairman Joe Tilden was absent.
Bill Crampton led the audience in the Pledge of Allegiance.

Approve-Minutes, Payroll and Vouchers
Commissioner Overfield made a motion to approve the following consent agenda items as presented: minutes from January 21; payroll in the amounts of $90,913.37 for Elected and $591,674.24 which includes insurance; vouchers; ad for Park County Museum Board Position; sign (2) Legacy Reserves Leases; and a Grant Agreement between State of Wyoming, Department of State Parks and Cultural Resources, State Historic Preservation Office and Park County Historic Preservation Commission allowing the chair to sign, Commissioner Fulkerson seconded, and motion carried.

Park County Health Nurse Manager, Bill Crampton – RE: Approve Out of State Travel for Kimball Croft for the National Conference Cities & Counties Health Organization Dallas, TX
Commissioner Thiel made a motion to approve the out of state travel, Commissioner Fulkerson seconded, and motion carried.
Yellowstone Behavioral Health Center CFO, Becky Ransom - RE: Approve and Sign Letter of Support for Yellowstone Behavioral Health Application for Outpatient and Regional Mental Health Treatment Services and Quality of Life Funding
Ms. Ransom presented the two-year contract application with the same funding request as past years in the amount of $1,236,882. Commissioner Fulkerson made a motion to approve and sign letter of support, Commissioner Overfield seconded, and motion carried.
Cedar Mountain Center Administrative Assistant, Tomi Baker – RE: Approve and Sign Letter of Support for Cedar Mountain Center State Funding Application for Outpatient and Regional Mental Health Treatment Services and Quality of Life
Mr. Humphries-Wadsworth presented the two-year contract application for roughly $1.3 million. Commissioner Fulkerson made a motion to approve and sign the letter, Commissioner Overfield seconded, and motion carried.
Big Horn Basin Chapter of the Sons of the American Revolution President, Keith Francik – RE: Park County Civil War Veterans Project & Plaque Presentation
Mr. Francik introduced Walt Hartung and Mike Bree who have all been involved in a project to identify and honor civil war veterans buried in Park County, they found thirteen in Park County and have marked them with a bronzed replica of the Civil War Medal of Honor. The plaques were presented to the board and will be placed in the Park County Archives.
Park County Planning & Zoning Director, Joy Hill – RE: Consideration Zoning Map Amendment for Un-Zoned Park County Property
Ms. Hill stated the Cody Shooting Complex is the property, which is presently not zoned, the county obtained the land in 2010 and leases it to the Shooting Complex. Ms. Hill is requesting action from the board to proceed and move forward with the zoning map amendment process to zone this parcel. More research and work with planning and zoning is required. Commissioner Fulkerson made a motion to approve moving forward, Commissioner Overfield seconded, and motion carried.
11:15 a.m. Park County Commissioners – RE: Interviews for (2) Board Positions
The Board interviewed Michael Christiansen and Michael Darby for the Park County Travel Council position which has one opening and a phone interview with Richard Hoeninghausen for the Yellowstone Park position.
Commissioner Overfield made a motion to reappoint Richard Hoeninghausen, Commissioner Fulkerson seconded, and motion carried. Commissioner Fulkerson made a motion to reappoint Mike Darby, Commissioner Thiel seconded, and motion carried.
