Chairwoman Dossie Overfield called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, February 20, 2024. Present were Vice Chairman, Scott Steward, Commissioners Scott Mangold, Lloyd Thiel, and Lee Livingston via Zoom,and Clerk Colleen Renner.
Mr. Dillivan led the audience in the pledge of allegiance.

Commissioner Mangold made a motion to approve the following consent agenda items: minutes from 2/6/2024; payroll in the amount of $675,838.28 with insurance; vouchers; approve and sign Monthly Earnings & Collections Statements for Clerk, Clerk of District Court, and Sheriff. Commissioner Thiel seconded, motion carried.

Kim Dillivan, Planning & Zoning Assistant Director – RE: Public Hearing: Gunnar MS-77 Sketch Plan
Mr. Dillivan presented for approval a minor subdivision for Kenneth and Kristin Heinrich consisting of one 17.94-acre lot and 52.62-acre exempt remainder parcel. The property is GR-P zoning and located 3 ¼ miles southeast of Powell. Public notices and agency referrals have been met with no public comments made. Ten conditions were read into the record. Several questions regarding irrigation and water rights with Willwood Irrigation and Elk Water Users Association were discussed.
Chairwoman Overfield called for public comments. Nick Hummel, Engineering Associates spoke regarding the power and irrigation requirements and Subdivision Improvements Agreement being completed before final plat.
Commissioner Mangold moved to close the public hearing, Commissioner Thiel seconded, motion carried.
Commissioner Mangold moved to approve the sketch plan with conditions by staff, Commissioner Livingston seconded, motion carried. RESOLUTION 2024-07
Kim Dillivan, Planning & Zoning Assistant Director – RE: Muddy Creek SS-310 Final Plat
Mr. Dillivan presented for approval a final plat creating a two-lot subdivision consisting of one .56-acre lot and one .83-acre lot and are designated for commercial use in commercial zoning district in the Powell planning area. Located along the south boundary of Powell city limits so municipal review was required. Notices and agency referrals have been met and no public comments have been received. Staff recommends approval with five conditions read into the record.
Commissioner Thiel moved to approve with staff conditions, Commissioner Steward seconded motion carried. RESOLUTION 2024-08
Kim Dillivan, Planning & Zoning Assistant Director – RE: New Roots Vineyard and Winery SS-316 Final Plat
Mr. Dillivan presented for approval a final plat creating one 7.0-acre lot and one 1.2-acre lot with a remainder parcel of 106.5-acres. The proposed use is residential and commercial in a GR-P zoning district located five miles northeast of Powell. Notices and agency referrals have been met with no public comments received. Staff recommends approval with the four conditions read into the record.
Commissioner Livingston moved to approve with conditions, Commissioner Mangold seconded, motion carried. RESOLUTION 2024-09
Brian Edwards, Park County Engineer, Public Works Department – RE: Recommendation for Professional Engineering and Land Surveying Services Septage Waste Receiving Station
Mr. Edwards stated this is a joint effort with the City of Cody. One proposal was received. Engineering Associates and HDR will be teaming up on the project. Staff recommends awarding the contract to Engineering Associates and HDR pending final approval by Attorney Skoric.
Commissioner Livingston moved to award the team as stated, Commissioner Steward seconded, motion carried.
Mr. Edwards opened the bid for the design phase which will be $404,200 with construction at 9% of budget. MOU with county and city to be worked out and ready to bid in August.
