Powell, Cody scrap unused joint powers board

The Northwest Improvement Projects Joint Powers Board is no more, after the Powell and Cody city councils voted to dissolve it.

The board was established by the two cities in 2001 and likely won’t be missed: It doesn’t appear to have been used any time in the past decade.

“Looking at some of the board members, I don’t even know where they are,” said City Administrator Zack Thorington, with many of the members’ terms having expired some time ago.

Powell used the Northwest Improvement Projects board when it installed the city’s fiber optic network and Cody used it to help purchase electrical infrastructure from PacifiCorp (Rocky Mountain Power), recalled Councilman Zane Logan. But the board has since sat idle.

The recent action stemmed from state auditors’ requests for updated meeting minutes and other documents that “we don’t have,” Thorington said.

“In the past that doesn’t seem to have been a major deal,” he said, “but it must be new people in the state audit office because they’re really forcing it.”

With Powell and Cody council members seeing no reason to revive the board, they decided to terminate it with votes last week. If a need arises in the future, Thorington said the cities would be free to create a new joint powers board.
