Chairwoman Dossie Overfield called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, October 17, 2023. Present were Vice Chairman, Lloyd Thiel, Commissioners Lee Livingston, Scott Mangold, Scott Steward and Clerk Colleen Renner.
Travis Ball led the audience in the pledge of allegiance.

Chairwoman Overfield asked that a Use Permit/Right of Way for the BLM Grant for County Road 7RP be added. Commissioner Livingston made a motion to approve the addition and the following consent agenda items: minutes for 10/3/23; payroll in the amount of $480,609.71 for employees and $102,411.59 for elected including insurance; vouchers; monthly earnings and collection statements for the Clerk, Clerk of District Court, and Sheriff; Approve and Sign TANF/CPI FFY24 Contracts and TANF/CPI FFY23 Q4 Report. Commissioner Thiel seconded and the motion carried.

Brian Edwards, Engineer, Public Works Department – RE: Open Bids for (4) 2024 Motor Graders for Road & Bridge Division
The clerk received two bids from Honnen Equipment Inc. and Tractor & Equipment Co. Mr. Edwards stated that this is for the two-year buyback program where we purchase four new graders each year.
Honnen Equipment
John Deer 772GP – price $418,711.08 each for a total of $1,674,844.32 with a delivery date of May 2024. Honnen also quoted buy back amounts.
Tractor & Equipment
CAT Model 150 – price $380,534.37 each for a total of $1,522,137.48 and a delivery date of September 2024. Tractor & Equipment also quoted buy back amounts.
Mr. Edwards stated warranty, timing, options, and several other things will need to be considered and would like to come back on November 7 with a recommendation for final approval.
Joy Hill, Planning Director – RE: Haire SS-304 Final Plat Review
Ms. Hill presented the final plat for Jack Haire with Darold Newman property owner signing the application. If approved, it will create one 6.20-acre lot for residential use with the remainder parcel being 36.05-acres. Location is five miles southeast of Powell on the west side of County Road 4. Neighboring land is primarily agricultural, some Bureau of Reclamation and one portion owned by Willwood Light & Power. Zoning is GR-P, notices, agency referrals have been met and no public comments were received. Ms. Hill recommended approval with conditions that were read into the record.
Commissioner Thiel moved to approve with conditions, Commissioner Livingston seconded, motion carried. RESOLUTION 2023-58
Commissioners – RE: Land Use Plan Decision
Chairwoman Overfield met with the County Attorney who advised that minor word changes could be made without starting over and if the Land Use Plan is denied it would return to Planning & Zoning. Chairwoman Overfield also stated that the rules and regulations process will commence after this plan is approved.
Ms. Hill gave a presentation on the wildlife and agricultural overlay areas and lot size averaging; the presentation also contained the zoning areas within Park County showing changes from the 1998 plan to the present. Ms. Hill cited Wyoming Statutes which also guide in the process of creating subdivisions. Data was collected and used to drive decisions on where lands are suitable for development.
Commissioners still have concerns with some of the wording, Kim Wintermote, President of Planning & Zoning stated the zoning board is willing to take the plan back and consider changes to help support what the community is wanting.
After further discussions Commissioner Thiel moved to deny the Land Use Plan as written, Commissioner Livingston seconded. Motion carried. RESOLUTION 2023-59
