A Cody man will soon be returned to Park County to face allegations that he sexually abused a minor.

Prosecutors charged 59-year-old Richard M. Perkins with a felony count of first-degree sexual abuse of a minor following an alleged incident that took place in Park County in mid-May. The details of the allegations have not been made public, but Perkins was taken into custody in Bandon, Oregon, on June 9.

Defendants arrested in other states have the right to demand an extradition hearing, where prosecutors must prove the identity of the person being sought and prove that the other state has the legal authority to bring the person back to face their charge. However, court records indicate that Perkins waived extradition on June 29. That cleared the way for him to be returned to Cody.

Perkins is best known for his charitable efforts giving away thousands of bicycles to Park County youth, but he’s originally from Bandon, according to his Facebook profile. After a warrant was issued, Cody police apparently received information that Perkins might be staying with a family member in Bandon, and police passed the tip to their counterparts in the small, coastal Oregon city.

Officers paid a visit to the family member’s home on June 9, but she was initially “less than forthcoming,” said Bandon Police Chief Cory Dhillon. However, shortly before 10 p.m. that day, the woman called back to say Perkins was at the residence and would turn himself in, the chief said.

“He’d been staying in a wooded area behind the family member’s property,” Dhillon said. “So [it] sounds like he kind of knew … the jig was up and someone would be looking for him before long.”

It’s unclear when Perkins will arrive back in Park County, as it can take some time to arrange transportation. Additionally, the case against him has been made confidential, leaving the details unknown.

All defendants are presumed to be innocent, but state law and court rules provide additional protections to defendants charged with sexual crimes, obscuring their identities until the case clears a preliminary hearing. Additional steps are taken when the alleged victim is a minor; state law allows judges to restrict the disclosure of any information “reasonably likely” to identify a minor victim.

A conviction for sexual abuse in the first degree carries a minimum sentence of 25 years in prison.

Perkins remained in custody in Coquille, Oregon, on Monday, according to the Coos County Jail records. A Coos County Circuit Court judge has scheduled a Thursday hearing to review Perkins’ case, but that will be canceled if he’s transported to Park County before then.
