Regular Meeting
Tuesday, November 9, 2021
Chairman Livingston called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, November 9, 2021. Present were Vice Chairman, Dossie Overfield, Commissioners, Scott Mangold, Lloyd Thiel, Joe Tilden and Clerk Colleen Renner.
Bert Miller led the audience in the Pledge of Allegiance.
Park County Engineer, Brian Edwards RE:
Award Bids for Dump Truck and Tractor Trailer for the Road & Bridge Division of the Park County Public Works Department
After discussion regarding the purchase of the tractor trailer and which would work best for the department, Commissioner Thiel moved to accept the bid from Floyds without trade in the amount of $133,171. Commissioner Tilden seconded, and motion carried. After discussion regarding purchase options for a new dump truck, Commissioner Overfield made a motion to accept the bid from Floyds without trade for $260,984, Commissioner Thiel seconded, and motion carried.
Approve Ad Landfill Position – Discussion on timeline to fill and advertise for this position. Commissioner Thiel made a motion to advertise for the Solid waste manager position with a pay range of $27.11 to $38.00 with application dye December 31, Commissioner Tilden seconded, and motion carried.
Mr. Edwards took this time to discuss being down a position in Public Works and Landfill needing someone to know the bookkeeping side and cross train and some ideas moving forward with the purchase of new equipment and what to do with the older equipment. Chairman Livingston asked that Mr. Edwards bring the discussion back to a future meeting.
Park County Commissioners Re: Approve ad for Director of Homeland Security – Chairman Livingston stated this went to the Sheriff and his department will advertise to fill the position.
Park County Commissioners Re: USFS Travel Management Plan Discussion – Chairman Livingston turned the discussion over to Commissioner Tilden and stated that Bert Miller was present representing the Snowmobile Association.
Commissioner Tilden gave a history which started in 2015 with the Forest Service and the travel management plan. After discussions between Alternative 1 and Alternative 4. Ms. Norberg and Commissioner Tilden will prepare a letter for review by the Board and possible approval at the next Board meeting.

Commissioner Overfield made a motion to adjourn, Commissioner Mangold seconded, and the motion carried.
