Special Meeting
Thursday, March 19, 2020
Chairman Tilden called to order a special meeting of the Board of County Commissioners of Park County, Wyoming, on Thursday, March 19, 2020. Present were Vice Chairman, Lee Livingston, Commissioners, Dossie Overfield, Jake Fulkerson, Lloyd Thiel, and Clerk Colleen Renner.
Mike Garza led the audience in the Pledge of Allegiance.
Coronavirus Department Plan
After visiting with several departments and receiving similar questions from each the Commissioners chose to discuss amongst themselves how a hard closure of the courthouse will work and what guidelines will be used regarding time off for employees affected by the COVID19 outbreak. 
The following motions were made and approved;
• Commissioner Livingston made the motion to enforce a hard closure of all county facilities which is defined as no public entry will be allowed except for those that are legally required to attend court or those that have been approved for entry by elected officials or department heads. The closure will be revisited in two weeks. The hard closure is effective tomorrow March 20, 2020 at 8 a.m. and extends through April 6, 2020. Commissioner Fulkerson seconded and motion carried.
• A press release will be sent out with the closure information and attached to all doors at the courthouse.
• Commissioner Fulkerson made a motion that the county allow all Elected Officials/Department Heads to determine if an employee is at risk be allowed to go home and be paid. Any employee not working for health reasons will use their sick time, Commissioner Livingston seconded, motion carried.
• Commissioner Livingston made a motion that the county add 80-hour sick leave based on the federal guidelines as handed down which will not be included if an employee retires during this time frame and revisited on April 7, Commissioner Thiel seconded, and motion carried.
(Federal Guidelines become Effective April 2)
At this time the boards proceeded to hear from the following departments: County Clerk/Elections, County Treasurer, District Court Clerk, Information Technology, Landfill, Planning & Zoning, UW Extension, and Basin Authority.
Executive Session.
Commissioner Overfield made a motion to enter executive session pursuant to W.S. § 16-4-405 (a) (ii), Commissioner Livingston seconded, and motion carried.
Commissioner Livingston moved to exit from executive session, Commissioner Thiel seconded, and the motion carried. Commissioner Livingston made a motion to hire Russ Wenke as the Park County Public Information Officer preferably a contract employee, but if not temporary part time, Commissioner Thiel seconded, and motion carried.
Adjourn.
Commissioner Thiel made a motion to adjourn, Commissioner Livingston seconded, and the motion carried.
