City Council Proceedings
September 5, 2023
The governing body of the City of Powell met in regular session at 6:00 p.m. on September 5, 2023, in the Council Chambers of City Hall. Mayor John Wetzel called the meeting to order, and the following were present: Mayor John Wetzel, Council Members Tim Sapp, Floyd Young, Geoff Hovivian, Zane Logan, Steven Lensegrav and Lesli Spencer. City Officials: City Administrator Zack Thorington, City Clerk Tiffany Brando, City Attorney Sandee Kitchen and Deputy Attorney Scott Kath. Approval of Agenda: Mayor Wetzel requested addition of Library Grant Opportunity under Matters from the Public. Councilman Young moved to approve the agenda as amended, seconded by Councilman Logan, unanimous approval, MOTION CARRIED.
Approval of August 21, 2023: Councilwoman Spencer moved to approve as presented, seconded by Councilman Lensegrav, unanimous approval, MOTION CARRIED. Bills and Claims: Councilman Lensegrav made a motion the bills be allowed and authorize the Treasurer to draw warrants for payment of the same, seconded by Councilman Young, unanimous approval, MOTION CARRIED. Powell High School Alumni Association: Gerry Wilkins gave an overview of the annual alumni for PHS and hopes to get more people involved to showcase Powell.
Park County Library Storywalk at Homesteader Park Discussion – Roseanne Spiering spoke on a proposed permanent installation around Homestead Park rest area in which the library would switch out stories for a Storywalk. Funding will come from the Park Co. Library Foundation, and they are asking for approval for installation and city staff to assist with installation. Councilman Hovivian moved to approve the installation and agreement contingent on research for the rest area based on the map provided, seconded by Councilman Logan, unanimous approval, MOTION CARRIED.
Request for Food Truck Parking 156 S Bent St Parking Lot: Alicia Bruce spoke on fundraiser for Park Co. Animal Shelter and requested a food vendor be able to park from Sept. 15th at 1pm to Sept. 16th at 7pm for an event at Avalon Tattoo for Tails & Tats. A closure permit has already been obtained from the police department and will verify if the vendor is licensed with the city. Councilman Hovivian moved to approve request, seconded by Councilwoman Spencer, unanimous approval, MOTION CARRIED.
Park County Library Grant Opportunity: Geoff Bauman on behalf of the Park Co. Library Board spoke on a grant available through Wyoming Library Multi-Purpose Community Facility Program (WLMCF) and the board would like to ask for $10 million in grant funding for a renovation of the Powell Library. They are asking the City for a letter of support and a good faith pledge of $10,000 as well as an extension on the current lease for another 99 years. With those items they will be able to apply for the grant in October. Mayor Wetzel requested they come back with a formal agenda item to request the pledge and letter of support and would like to see staff work on drafting a new agreement. Councilwoman Spencer moved to direct staff to work on drafting a 99-year lease between the appropriate parties, seconded by Councilman Hovivian, unanimous approval, MOTION CARRIED.
Committee Updates: Councilman Young YCAN. Progressive Insurance Partial Release of Claim: Attorney Kitchen gave an overview of the claim for reimbursement and is a partial release of damage to city property for $3,492.90 of the full damage of $7,530 and the City will seek to collect the balance. Councilman Lensegrav moved to approve the partial release and authorize all necessary signatures, seconded by Councilman Logan, unanimous approval, MOTION CARRIED. General Announcements: WMPA meeting is Sept. 20th at 4:00pm in the Council Chambers. Adjourn: There being no further business to be considered at this meeting, Councilman Hovivian moved to adjourn, seconded by Councilman Logan, unanimous approval, MOTION CARRIED. Mayor Wetzel adjourned the regular meeting at 6:34 p.m.
