October 2, 2023
The governing body of the City of Powell met in regular session at 6:00 p.m. on October 2, 2023, in the Council Chambers of City Hall. Mayor John Wetzel called the meeting to order, and the following were present: Mayor John Wetzel, Council Members Tim Sapp, Lesli Spencer, Floyd Young, Geoff Hovivian, Zane Logan and Steven Lensegrav. City Officials: City Administrator Zack Thorington, City Clerk Tiffany Brando and City Attorney Sandee Kitchen.
Approval of Agenda: Councilwoman Spencer moved to approve the agenda as presented, seconded by Councilman Lensegrav, unanimous approval, MOTION CARRIED. Approval of September 18, 2023: Councilman Young moved to approve as presented, seconded by Councilman Hovivian, unanimous approval, MOTION CARRIED.
Bills and Claims: Councilman Sapp abstained #50; Discussion on item #44 payment to Powell Valley Recycling. Councilman Hovivian made a motion the bills be allowed and authorize the Treasurer to draw warrants for payment of the same, seconded by Councilman Logan, unanimous approval, MOTION CARRIED.
PUBLIC HEARING: Budget Amendment FY 2023-2024 – Attorney Kitchen opened the hearing at 6:04 p.m., no comments, closed at 6:05 p.m. Resolution No. 13, 2023: Resolution to Amend the 2023-2024 Budget. Councilman Lensegrav moved to approve, seconded by Councilman Young, unanimous approval, MOTION CARRIED.
Park County Travel Council Annual Update: Ryan Hauck, Executive Director of PCTC gave and annual update. He also showed proposal to replace signage in Powell, Cody and Meeteetse to be more uniform; additional project is bronze bear statutes in each town, both projects looking to be installed in Spring 2024. Committee Updates: Councilman Logan Recycle board will be opened tomorrow (Oct. 3rd) on regular schedule, Councilwoman Spencer Golf Board, Councilman Young YCAN and Councilman Hovivian Airport Master Plan. Ordinance No. 7, 2023: An Ordinance Amending Sub-Paragraph ‘F’ of Section 8.08.120 of the Powell City Code Pertaining to Fees Charged for Recycling Within the City of Powell By Allowing the Council to Suspend Said Fees. Councilman Sapp moved to approve on first reading, seconded by Councilwoman Spencer, unanimous approval, MOTION CARRIED.
Snow Collection & Deposit Agreement: Agreement between Park County and City for use of the fairgrounds for snow removal. Councilman Lensegrav moved to approve and authorize all necessary signatures, seconded by Councilman Hovivian, unanimous approval, MOTION CARRIED.
Operation and Maintenance Agreement – Powell Economic Partnership: Administrator Thorington indicated no changes and is for the Chamber Building. Councilman Logan moved to approve and authorize all necessary signatures, seconded by Councilwoman Spencer, unanimous approval, MOTION CARRIED. General Announcements: Dept of Audit Training Oct. 24th.
Adjourn: There being no further business to be considered at this meeting, Councilman Hovivian moved to adjourn, seconded by Councilman Lensegrav, unanimous approval, MOTION CARRIED. Mayor Wetzel adjourned the regular meeting at 6:41 p.m.
