November 4, 2019
The governing body of the City of Powell met in regular session at 6:00 p.m. on November 4, 2019 in the Council Chambers of City Hall. Mayor Wetzel opened the meeting and led those in attendance in reciting the Pledge of Allegiance. Mayor Wetzel called the meeting to order and the following were present: Mayor John Wetzel, Council Members Jim Hillberry, Tim Sapp, Scott Mangold, Floyd Young, Lesli Spencer and Steven Lensegrav. City Officials: City Administrator Zack Thorington, City Clerk Tiffany Brando, City Attorney Sandee Kitchen and Deputy Attorney Scott Kath. Approval of Agenda: Councilman Young moved to approve the agenda as presented, seconded by Councilwoman Spencer, unanimous approval, MOTION CARRIED. Approval of October 21, 2019 minutes: Councilman Hillberry moved to approve minutes as presented, seconded by Councilman Lensegrav, unanimous approval, MOTION CARRIED.
Bills and Claims: Councilwoman Spencer made a motion the bills be allowed and authorize the Treasurer to draw warrants for payment of the same, seconded by Councilman Young, unanimous approval, MOTION CARRIED. Catering permit WYOld West Brewing Nov. 15th at the Fairgrounds.
Councilman Lensegrav moved to approve, seconded by Councilman Hillberry, unanimous approval, MOTION CARRIED. Catering permit WYOld West Brewing Nov. 22nd at the Commons. Councilman Young moved to approve, seconded by Councilwoman Spencer, unanimous approval, MOTION CARRIED. Catering permit The Bull Pub Dec. 14th at the Commons.
Councilman Hillberry moved to approve, seconded by Councilwoman Spencer, unanimous approval, MOTION CARRIED.
Request for Retail Liquor License Extension Powell ClockTower Inn. Steve Wahrlich addressed the Council on the need to extend the parked license for another year and gave an update on the Hotel project. Councilman Hillberry moved to approve the extension, seconded by Councilwoman Spencer, vote aye, Mangold, Hillberry, Spencer, Lensegrav, Young, Nay Sapp, MOTION CARRIED.
Cedarwood Subdivision Park Discussion: Administrator Thorington spoke on the review of the Cedarwood Subdivision park land and legal review. Attorney Kath stated according to State Statute the land was designated on a plat and recorded at the County Clerk and is the considered deeded to the City and the 2.04 acres shown on the plat is in fact designated as park land. Administrator Thorington asked for legal to draft a warranty deed for that land. Donald Seagreaves resident of Cedarwood Subdivisions thank council for reviewing and understands it would not be developed right away, but could be in the future as funds are available. Committee updates: Councilwoman Spencer PEP board and Christine Bekes, PEP Executive Director on the Broadband issues being discussed state wide for rural areas.
Agreement for Professional Services HDR Engineering, Inc.: Administrator Thorington for Vining Substation electrical upgrades plan and legal has reviewed Councilman Hillberry moved to approve and authorize signatures, seconded by Councilman Lensgrav, unanimous approval, MOTION CARRIED. Revenues and Expenses 1st Quarter reviewed by Administrator Thorington and both tracking around 25%. General Announcements: Councilman Hillberry thanked staff on keeping the budget on track. Administrator Thorington stated Absaroka Street is complete.
There being no further business to be considered at this meeting, Councilman Mangold moved to adjourn, seconded by Councilwoman Spencer unanimous approval, MOTION CARRIED. Mayor Wetzel adjourned the regular meeting at 6:20 p.m.
