Trout Unlimited features free floodplain development presentation March 14

CODY — As part of its series of free educational presentations, the East Yellowstone Chapter of Trout Unlimited will host Park County Planner Joy Hill, who will give a presentation about floodplain development Tuesday, March 14, at 7 p.m.  

Hill’s presentation will take place at the Wyoming Game and Fish office, located at 2 Tilden Trail in Cody.  

She will answer questions about what development is allowed within the county’s floodplains. 

“Park County is home to many miles of streams that have sculpted the local terrain, sustained our population and attracted recreationists from all over the world,” Hill said. “While these streams provide a valuable resource to humans and wildlife, they occasionally threaten health and safety by overflowing their banks. Flash floods and river flooding are common occurrences, and their ill effects are often exacerbated by development in floodplain.”  

Park County participates in the National Flood Insurance Program and administers and enforces development in Special Flood Hazard Areas to prevent or mitigate danger to life, property and the natural environment. 

Hill has been the director of the Planning and Zoning Department since June 2018. Before joining the Park County team, she was the planner/geographic information systems (GIS) manager for Big Horn County.  

She’s a certified floodplain manager and member of the Association of State Floodplain Managers. Hill has also been a member of the Wyoming Planning Association for more than a decade and served as secretary on both the Wyoming GIS Technical Advisory Group and the Wyoming Geospatial Organization’s Board of Directors. 

Hill earned her bachelor’s in environmental studies and master’s in geology.
