He was born on April 10, 1967, in Williston, N.D., to Kenneth and Janette (Jacobson) Severson, where he was baptized in the Lutheran faith. In September 1971, he moved to Cody with his parents and siblings, Janelle, Carol, and Kevin. He graduated in 1986. Gary was a member of the Trinity Lutheran Church of Cody.

On Sept. 26, he married DeeAnn Bilharz. To this union, a son, Seth Alan, was born on Feb. 6, 1993. Gary and DeeAnn divorced several years later.
