Regular Meeting
Tuesday, July 13, 2021
Chairman Livingston called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, July13, 2021. Present were Vice Chairman, Dossie Overfield, Commissioners, Scott Mangold, Joe Tilden and Clerk Colleen Renner, Commissioner Lloyd Thiel was absent.
Cody Beers led the audience in the Pledge of Allegiance.
WYDOT Public Relations Specialist, Cody Beers – RE: Annual State of Wyoming Transportation Improvement Program
Pete Hallstein gave a brief update on the study for the Big Horn Avenue project. Stephanie Bell, Park County School District #6 Board Member questioned the lengthy time frame of completing this project for the safety of the school children crossing the roadway. Mr. Hallstein stated the comprehensive study will consider the geometry of the area, the speed limits, the possibility of a yellow crossing light and a possible stop light put in at the corner of Blackburn and Big Horn Avenue.
There was also discussion about Road 2AB and the Corbett bridge.
Mr. Hallstein gave a presentation on purpose, mission, vision and values, goals, guiding principles of WYDOT, along with an overview of WYDOT road structure and revenue. The State Transportation Improvement Project is a method which is used to determine the upcoming projects with state and federal goals consider for funding purposes. Mr. Hallstein also gave a monthly overview of the processes with a six-year funding plan. Some projects in the Park County area coming up are Cody South and East, Chief Joseph, delineator replacements, Corbett Bridge overlay, Meeteetse area, lighting in the tunnels, and overlays in several other areas.
Commissioner Tilden mentioned the safety mitigation that is needed at the top of the hill headed towards Billings with the new Campground opening in that area.
Park County Clerk, Colleen Renner – RE: Final Approval of Park County Budget Amendments –
Chairman Livingston opened the public hearing, Clerk Renner read the amendment resolution. Chairman called for public comment, there being none, Commissioner Tilden made a motion to close the public hearing, Commissioner Overfield seconded, and motion carried.
Commissioner Overfield made a motion to approve the amendments as presented, Commissioner Mangold seconded, and motion carried. RESOLUTION 2021-41
Park County Clerk, Collen Renner – RE: Final Approval of Park County FY2021-22 Budget
Chairman Livingston opened the public hearing.
Commissioner Overfield questioned the 5.4 million ARP money which Mr. Pomajzl, Accounts Payable, stated would have its own expenditure and revenue line items.
Chairman called for public comments, there being none, Commissioner Overfield made a motion to close the public hearing, Commissioner Tilden seconded, and motion carried.
Commissioner Overfield made a motion to move the $443,268 to cash reserves, Commissioner Tilden seconded, and motion carried. Commissioner Overfield made a motion to approve the FY21-22 budget as presented, Commissioner Tilden seconded, and motion carried. RESOLUTION 2021-42
Park County Landfill Manager, Greg Palmersheim – RE: Exemption to Resolution 2021-38 Establishing Open Fire Restrictions and Fireworks Restrictions for Park County
Mr. Palmersheim requested an exemption to the fire restrictions in Park County with regards to burning at the Park County Landfill. The procedure has always been to notify dispatch when the shrub piles needed to be burned. Due to air quality no other wood components can be burned in that pile. Mr. Palmersheim stated he would follow best practices with regards to weather, wind conditions and red flag warnings. Commissioner Tilden questioned how often the burns would take place, Mr. Palmersheim stated he prefers smaller piles and usually does this twice a week.
Commissioner Tilden made a motion to approve the exemption and add to the original fire restriction resolution for Park County with the stipulations of notifying the Sheriffs departments when beginning and ending the burn, Commissioner Mangold seconded, and motion carried.
Park County Commissioners – RE: Review Powell Valley Healthcare EMS and Cody Regional Hospital EMS request for Park County American Rescue Plan Funds
The presentation for this request was last week. With the increase of aging and new population, Commissioner Overfield made a motion to approve the application for Cody Regional and Powell Valley Healthcare to move forward with purchasing two ambulances and building the shop to house the Powell ambulances, Commissioner Tilden seconded, and motion carried.
