October 18, 2021
The governing body of the City of Powell met in regular session at 6:00 p.m. on October 18, 2021 in the Council Chambers of City Hall. Mayor John Wetzel called the meeting to order and the following were present: Council Members Tim Sapp, Floyd Young, Lesli Spencer, Steven Lensegrav, Zane Logan, and Geoff Hovivian. City Officials: City Administrator Zack Thorington, City Clerk Tiffany Brando, City Attorney Sandee Kitchen and Deputy City Attorney Scott Kath.
Approval of Agenda: Councilman Lensegrav moved to approve the agenda as presented, seconded by Councilman Hovivian, unanimous approval, MOTION CARRIED. Approval of October 4, 2021 minute: Councilman Young moved to approve minutes as presented, seconded by Councilwoman Spencer, unanimous approval, MOTION CARRIED. Bills and Claims: Mayor Wetzel abstained #44. Councilman Hovivian made a motion the bills be allowed and authorize the Treasurer to draw warrants for payment of the same, seconded by Councilman Logan, unanimous approval, MOTION CARRIED. Request for Extension of Non-Operational Retail Liquor License: Pit Stop 12, LLC, 241 W Coulter Ave for an additional year. Owner Mike Bailey addressed the Council and plans to begin the remodel Spring 2022. Councilwoman Spencer moved to approve the extension, seconded by Councilman Hovivian, unanimous approval, MOTION CARRIED. Request for Extension of Non-Operational Retail Liquor License: Albertsons, LLC 1005 W Coulter Ave for an additional year. Request indicated would have plans to City for remodel of location by end of 2021. Councilman Hovivian inquired if we had any one actively seeking a license and City Clerk Brando stated not at this time. Councilman Lensegrav moved to approve, seconded by Councilman Young, unanimous approval, MOTION CARRIED.
Request Waiver of Fees: Softball Fields and Banner permits for Benefit for Tyler England. Kelly Laughlin spoke on 2 different events over the next two weekends. Councilman Sapp moved to approve all waivers as requested, seconded by Councilman Logan, unanimous approval, MOTION CARRIED. Committee Updates: Councilman Lensegrav Rec Board and Councilman Sapp Shoshone Pipeline. Ordinance No. 11, 2021: An Ordinance Granting to Montana-Dakota Utilities Co., A Corporation, Its Successors and Assigns, the Franchise and Right to Construct, Maintain and Operate, Within and Upon, In and Under the Streets, Alleys and Public Grounds of the City of Powell, Park County of Wyoming, A Gas Distribution System for Transmitting and distributing Natural or Manufactured Gas, or a Mixture of Both for Public and Private Use. Attorney Kath Read by title and discussed review by staff, attorney and MDU and is for another 25 years, Lynn Hartje, MDU District Manager was present for questions. Councilman Lensegrav moved to approve on first reading, seconded by Councilwoman Spencer, unanimous approval, MOTION CARRIED. Snow Collection & Deposit Agreement Park County and City of Powell: Administrator Thorington gave overview and agreement has not changed for this year, Park County has already approved and signed. Councilwoman Spencer moved to approve an authorize necessary signatures, seconded by Councilman Hovivian, unanimous approval, MOTION CARRIED. General Announcements: Administrator Thorington discussed planned power outage Oct. 28th and Nov. 11th for the substation.
There being no further business to be considered at this meeting, Councilman Young moved to adjourn, seconded by Councilman Hovivian, unanimous approval, MOTION CARRIED. Mayor Wetzel adjourned the regular meeting at 6:19p.m.
