The governing body of the City of Powell met in regular session at 6:00 p.m. on May 15, 2023, in the Council Chambers of City Hall. Mayor John Wetzel called the meeting to order, and the following were present: Mayor John Wetzel, Council Members Floyd Young, Steven Lensegrav, Lesli Spencer, Geoff Hovivian, Zane Logan and Tim Sapp. City Officials: City Administrator Zack Thorington, Finance Director Kaela Nelson, City Attorney Sandee Kitchen and Deputy City Attorney Scott Kath. Approval of Agenda: Administrator Thorington asked to remove item #1 from the Administrative section of the Agenda. Councilman Logan moved to approve the amended agenda, seconded by Councilman Sapp, unanimous approval, MOTION CARRIED.
Approval of May 1, 2023 and May 4, 2023 Work Session minutes: Councilman Young moved to approve as presented, seconded by Councilman Lensegrav, unanimous approval, MOTION CARRIED. Bills and Claims: Mayor Wetzel abstained from item 31. Councilwoman Spencer made a motion the bills be allowed and authorize the Treasurer to draw warrants for payment of the same, seconded by Councilman Logan, unanimous approval, MOTION CARRIED.
Request for Parking Variance Code Section 5.24.090 at Plaza Diane June 1,8, 15, 22, 29 and July 6, 2023, for Plaza at 5 Series and August 12, 2021, for Plaza Palooza: Councilman Lensegrav moved to approve the variance, Councilman Young seconded, unanimous approval, MOTION CARRIED. Resolution No. 4 2023: Waiver of Open Container at Plaza Diane June 1, 8, 15, 22, 29 and July 6, 2023, for Plaza at 5 Series: Councilwoman Spencer moved to approve Resolution No. 4, Councilman Logan seconded, unanimous approval, MOTION CARRIED. Resolution No. 5 2023: Waiver of Open Container at Plaza Diane August 12, 2023, for Plaza Palooza: Councilman Lensegrav moved to approve Resolution No. 5, Councilwoman Spencer seconded, unanimous approval, MOTION CARRIED. Committee Updates: Councilman Lensegrav Rec Board, Councilwoman Spencer Golf Board, Councilman Sapp Shoshone Municipal Pipeline.
2023 WAM Resolutions: Mayor Wetzel let the Council know there was more time to research these resolutions and suggested they discuss them at the next Council Meeting. Councilman Lensegrav moved to table the resolutions, Councilman Sapp seconded, unanimous approval, MOTION CARRIED. Ordinance No. 1, 2023: An Ordinance to Provide for the 2023-24 Budget for the City of Powell, Wyoming for the Fiscal year Beginning the First Day of July 2023 and Ending the 30th Day of June 2024. Councilwoman Spencer moved to pass Ordinance No. 1, 2023 on first reading, seconded by Councilman Logan, unanimous approval, MOTION CARRIED.
360 Office Solutions Copier Lease and Service Agreement: REMOVED HDR Engineering Contract for Service: Councilman Logan moved to approve the contract and authorize all necessary signatures, Councilman Sapp seconded, unanimous approval, MOTION CARRIED.
Airport Seal Coat and Mark Notice of Award: Councilman Lensegrav moved to approve the Notice of Award and authorize all necessary signatures, Councilman Young seconded, unanimous approval, MOTION CARRIED. Airport Master Plan Independent Fee Estimate (IFE) Contract: Councilman Sapp moved to approve the contract and authorize all necessary signatures, Councilwoman Spencer seconded, unanimous approval, MOTION CARRIED.
Airport Bid Award Snowplow Bid: Councilman Lensegrav moved to approve the Bid Award to Honnen and authorize all necessary signatures, Councilman Logan seconded, unanimous approval, MOTION CARRIED. General Announcements: Administrator Thorington had no other announcements. Adjourn: There being no further business to be considered at this meeting, Councilman Hovivian moved to adjourn, seconded by Councilman Lensegrav, unanimous approval, MOTION CARRIED. Mayor Wetzel adjourned the regular meeting at 6:17 p.m.
