March 6, 2023
The governing body of the City of Powell met in regular session at 6:00 p.m. on March 6, 2023 in the Council Chambers of City Hall. Mayor John Wetzel called the meeting to order and the following were present: Council Members Tim Sapp, Floyd Young, Steven Lensegrav, Lesli Spencer, Geoff Hovivian and Zane Logan. City Officials: City Administrator Zack Thorington, City Clerk Tiffany Brando and Deputy City Attorney Scott Kath. Approval of Agenda: Councilman Young moved to approve the agenda as presented, seconded by Councilman Sapp, unanimous approval, MOTION CARRIED. Approval of February 21, 2023 minutes: Councilman Logan moved to approve as presented, seconded by Councilwoman Spencer, unanimous approval, MOTION CARRIED. Bills and Claims: Councilman Hovivian asked for clarification on item #57 plan review NWC. Councilman Lensegrav made a motion the bills be allowed and authorize the Treasurer to draw warrants for payment of the same, seconded by Councilman Young, unanimous approval, MOTION CARRIED. Request waiver of fees Shoshone Learning Center ACT testing March 27th and 28th at Commons. Councilman Lensegrav abstained. Councilman Sapp moved to approve waiver of fees, seconded by Councilman Logan, unanimous approval, MOTION CARRIED. Committee Updates: Councilwoman Spencer PEP and Councilman Young YCAN.
Acknowledgment of Conflict of Interest and Consent to Representation Copenhaver, Kitchen & Kolpitcke, LLC for City of Powell and NWC. Attorney Kath spoke on agreement as the firm represents both entities. Councilwoman Spencer moved to approve and authorize necessary signatures, seconded by Councilman Lensegrav, unanimous approval, MOTION CARRIED.
Airport Seal Coat and Marking Contract - Task Order #1 between City and HDR for FY 23/24. Councilman Lensegrav moved to approve and authorize necessary signatures, seconded by Councilwoman Spencer, unanimous approval, MOTION CARRIED. General Announcements: Administrator Thorington informed on agreement for store drain north on Division St. with NWC.
There being no further business to be considered at this meeting, Councilman Young moved to adjourn, seconded by Councilman Sapp, unanimous approval, MOTION CARRIED. Mayor Wetzel adjourned the regular meeting at 6:10 p.m.
