NOTICE OF PUBLIC HEARING
UPDATED ROAD AND BRIDGE STANDARDS, PARK COUNTY, WYOMING
The Park County Board of Commissioners (Board) will conduct a public hearing on Tuesday, December 1, 2026, at 1:15 PM MST, to consider adoption of the proposed updates/amendments to the Park County Road and Bridge Standards (RBS). The meeting will be held in the Commissioners’ regular meeting room located at the Park County Courthouse, 1002 Sheridan Avenue, Cody, Wyoming.
Park County is authorized by Wyoming State Statutes (W.S.), as amended, to adopt and amend the standards pursuant to: W.S. § 9-8-301, et seq. (Local Level); W.S. § 16-3-101 et seq. (Administrative Procedure); W.S. § 16-3-103, et seq. (process for promulgation, amendment, or appeal of a rule or regulation); W.S. § 18-2-101 (general powers); W.S. § 18-3-504 (general powers and duties of the Board of County Commissioners); W.S. § 18-5-201 thru 208 (Commissioners authority to regulate land use in unincorporated parts of the County); and W.S. § 24-1-104 (County authority to administer the County road and bridge system).
The RBS date back more than 30 years and have evolved to consider current technology and modern engineering, construction, and maintenance standards. Although the RBS has historically been a standalone document, it is currently included as Chapter V in the Park County Development Standards and Regulations (DSR). With the current proposed revisions to the DSR, the RBS is being physically removed from the DSR but is included by reference to eliminate the potential for duplication and discrepancies. Pending input from the professional engineering/surveying community, developers, and the public at large, the Board of County Commissioners (BOCC) will consider adopting the updates and amendments to RBS at their December 1, 2026 meeting.
The RBS is intended to act as a reference and directive for managing, planning, designing, constructing, and maintaining the Park County Road & Bridge System (PCRBS) including consideration for site development. As such, the RBS includes information, guidelines and requirements for a wide variety of topics such as planning, addressing, mailboxes, road naming, snow plowing, road maintenance, and many other related elements pertaining to site, road, and bridge related infrastructure. The proposed RBS upgrades do not exceed minimum substantive state statutory requirements per 16-3-103(a)(i)(G).
This notice is intended to achieve compliance with the required minimum forty-five (45)-day public review period before the Board considers adoption of the updated RBS. Should the Board choose to adopt the updated RBS, it will replace and supersede any previous versions including Chapter V of the DSR.
A copy of the proposed RBS is available for inspection at the Park County Public Works Department offices located at 1131 11th Street in Cody, Wyoming. The document is also available on Park County’s website at www.parkcounty-wy.gov. At the public hearing, interested persons may present data, views or arguments on this intended action orally at the public hearing. In addition, comments can be provided in writing to the County Engineer (mail: Park County Public Works Department, 1131 11th Street, Cody, Wyoming 82414) or via email to Brian.Edwards@parkcounty-wy.gov. Any written comments shall be provided by Monday, November 30, 2026, by 5:00 PM. Park County has complied with the requirements of W.S. § 9-5-304 and interested persons may obtain a copy of the assessment used to evaluate the proposed RBS pursuant to W.S. § 9-5-304 by contacting the County Engineer.
