A new, higher-end dining option is taking shape in downtown Powell.

Amy’s Steakhouse took a public step toward becoming reality last month, when the Powell City Council unanimously approved a restaurant liquor license for the business.

Owner Amy Cozzens says she’s aiming to offer a fancier dining experience — the kind of place for a nice date night.

“That is what we’re lacking here,” Cozzens said, “but it’s still Powell. It’s not going to be like The Ritz.”

Cozzens — who also owns the neighboring K-Bar Saloon — is currently remodeling the East First Street location.

The building previously housed Pizza on the Run and the Golden Gun Tattoo, and after months of renovations, “it is getting really close,” Cozzens said. Last week, she was busy painting the interior while crews installed exterior lights.

At the city council’s Aug. 3 meeting, Cozzens said she’s excited about the new venture and is hoping it succeeds.

“We’re glad you’re doing it,” said Mayor John Wetzel.

The restaurant liquor license issued to Amy’s Steakhouse LLC was the first the council had awarded since November 2025, when it provided one to Hayloft (formally known as 307 Industries, LLC).

Hayloft operated as a downtown lunch spot from early December until July, when the business indefinitely shuttered its meal service. Hayloft’s space at 117 S. Bent St. is now available to rent for parties or events.

“We’re excited to open our doors in a new way and create opportunities for our community’s talented food entrepreneurs and event hosts,” said a July 17 post on Hayloft’s Facebook page.

The city can award as many restaurant liquor licenses as it wants, but they come with some limits. Most notably, alcohol can only be served to patrons in dining areas and alcohol can account for no more than 40% of the restaurant’s gross sales.

The City of Powell charges $1,500 a year for a restaurant liquor license. Amy’s Steakhouse will pay a prorated $501.37 price to be licensed over the last four months of the year.

An opening date has not yet been set.
