Jay Costigan, 52, of Powell, passed away Dec. 9, at the Billings Clinic. Funeral services are planned for Friday, Dec. 17, at 10 a.m., at Thompson Funeral Home, with a viewing to be held one hour prior to the service beginning at 9 a.m. A full obituary will follow.
