CITY COUNCIL PROCEEDINGS
October 5, 2026
A regular meeting of the Powell City Council was held in the Council Chambers of City Hall in Powell, Wyoming on Monday, October 5, 2026 at 6:00 P.M. Mayor Wetzel called the meeting to order. Council Present: Mayor John Wetzel, Tim Sapp, Geoff Hovivian, Zane Logan, Troy Bray and Kristy Fields. Absent Steven Lensegrav. Staff Present: City Administrator Zack Thorington, City Clerk Tiffany Brando, Chief of Police Jim Rhea, Electric Supt. Steve Franck and City Attorney Scott Kolpitcke.
Agenda: Councilman Hovivian requested addition of Waiver of Fees at the Commons for PVHC Fundraising event under Matters from the Public. MOTION BY BRAY to approve the agenda as amended, seconded by Bray, Motion carried unanimously. September 21, 2026 Minutes: MOTION BY HOVIVIAN to approve September 21, 2026 minutes, seconded by Bray, Motion carried unanimously. Bills & Claims: MOTION BY FIELDS to approve the bills and claims and authorize the Treasurer to draw warrants for payment, seconded by Logan, Motion carried unanimously. Resolution No. 12, 2026: A Request for Waiver of Open Container Oct. 10th @ Plaza Diane for Oktoberfest. MOTION BY HOVIVIAN to approve Resolution No. 12, 2026, seconded by Bray, Motion carried unanimously. Request Waiver of Fees: Powell Valley Healthcare EMS fundraiser at Commons Oct. 23rd. MOTION BY BRAY to approve the waiver of fees, seconded by Hovivian, Motion carried unanimously.
Park County Snow Removal Agreement 26/27: MOTION BY SAPP to approve the agreement with necessary signatures, seconded by Bray, Motion carried unanimously. Airport Runway Rehab Task Order #04 HDR Construction Services: MOTION BY HOVIVIAN to approve and authorize all necessary signatures, seconded by Logan, Motion carried unanimously. Cooperative Agreement Between Wyoming Department of Transportation and City of Powell: Fair Street Project updated Reconnaissance Report for Surface Transportation Urban Program Project. MOTION BY LOGAN to approve and authorize all necessary signatures, seconded by Fields, Motion carried unanimously.
WASCOP Compliance Inspection Contract: MOTION BY SAPP to approve and authorize necessary signatures, seconded by Hovivina, Motion carried unanimously. WYDOT Highway Safety Program Agreement- Occupant Protection Enforcement and WYDOT Highway Safety Program Agreement – Impaired Driving: MOTION BY LOGAN to approve both agreements and authorize all necessary signatures, seconded by Hovivian, Motion carried unanimously. Policy Update 4.1 Salary Structure: MOTION BY BRAY to approve policy 4.1 and authorize necessary signatures, seconded by Logan, Motion carried unanimously. General Announcements: Lane 8 bike path extension done to connect Rainwater path. Adjourn: MOTION BY HOVIVIAN to adjourn, seconded by Bray, Motion carried unanimously. Meeting adjourned at 6:21 p.m.
