(March 27, 1926 - May 5, 2006) Services for Raymond Wayne Haskins, 80, who died Friday, May 5, 2006, in Douglas, were May 27 at the First United Methodist Church in Casper.Internment followed in the Wheatland Cemetery in Wheatland. He was born in Morrill, Neb., on March 27, 1926, the son of William and Frances Merle (Walburn) Haskins. He was reared and educated in Torrington, graduating from Torrington High School in 1944. He joined the U.S. Navy and served during World War II. Following the war, he was married to Shirley Dee Bullock on July 3, 1946, in Torrington, and to this union was born Richard Paul, Dee Rae, Barron Vale, Donald William and Dawn Elaine.He attended and graduated from the University of Wyoming with a bachelor's degree in education plus 67 extra college credits. He was a four-year letterman on the football team and was the vice-president of the “W” club. He taught in the public schools for 25 years and was a coach for 18 years in football, basketball, track and baseball. He officiated football and basketball at the high school and college level. In March 1986 he retired from the Wyoming Army National Guard after 25 years of service. He was the deputy commandant of the Wyoming National Guard Non-Commissioned Officer Academy the last eight years. He was active in various clubs and organization which included American Legion, life member, commander, and other offices; 40 and 8; Elks, exalted ruler and other offices; Eagles; Moose; Masons; UW Alumni Association, life member; White Shrine office holder; National Education Association, life member; Jaycee, vice-president and other offices; Wyoming Official Association, football and basketball; Jobs Daughters, associate guardian; Boy Scout Master; Powell Classroom Teachers Association, president; American Red Cross, Powell secretary for five years; Douglas Real Estate Association, past president; Wyoming Industrial Arts, president in 1964-65; served as Wyoming Industrial Arts Association state president; Wyoming Republican Convention delegate from Park County in 1976; director of city recreation in Powell; and Sunday School teacher and church board member of United Methodist Church.Political appointments and elective offices included School District No. 1 board member in Powell; Wyoming Recreation Association state president; Wyoming Youth Council, appointed member; Wyoming Recreation Commission, Powell representative; Wyoming Governor's Planning Committee on Criminal Administration, appointed member; Wyoming National Guard Scholarship committee; and Mayor of Douglas, one term from 1990-94.Honors included honor graduate of NCO Academy in San Luis Obispo, Calif., in 1974; outstanding instructor at Camp George West, Colo., in 1977; outstanding instructor at Wyoming Military Academy in 1976, 1979 and 1980; outstanding Elk in 1975; outstanding educator in Powell in 1972; and honorary Powell alum in 1995. He owned and operated the Powell Youth Center for seven years, and was in real estate for five years in Douglas. He enjoyed the big bands, dancing, reading and all outdoor activities.He is survived by his wife, Shirley, of Douglas; children, Rick (Sherry) Haskins of Phoenix, and sons, Tyler (Jill), Brody, and Cooper, Dee Wood of Douglas and sons Chase and Kael and great-granddaughter, Joey Rae Wood, and Dawn (Tim) Pexton of Douglas and children Brett and Brianna; grandson Barry (Brandi) Haskins Jr. and sons; sisters, Maxine Lamberson of Mitchell, Neb., Verna (Jack) Canfield of Torrington, Grace Senteney of Fort Laramie and Donna (Dean) Gulley of Douglas; brother, Dale Haskins of Torrington; and many nieces, nephews, and grand nieces and nephews. He was preceded in death by his parents; infant son, Donald; son, Barry; and brother, Bill.
