BREAKING: Authorities arrest Cardwell overseas

Written by CJ Baker

Paul Cardwell, the former CEO of Powell Valley Healthcare and a wanted fugitive, has been apprehended in Thailand after a nearly year-long search, the FBI said Friday afternoon.

Cardwell was arrested early Friday morning in the southeast Asian country and is in Thai custody, said FBI spokesman Dave Joly in the agency’s Denver office.

“He’s not in the U.S. yet, but I’m sure that (arrest) will give his victims some relief to know that this guy won’t be doing this to anybody else, hopefully, any time soon,” Joly said.

Joly said it may take up to a month to get Cardwell back to the United States, where he faces federal criminal charges in both Wyoming and Indiana.

Cardwell is alleged to have stolen nearly $848,000 from Powell Valley Healthcare between March and September 2011 and close to $846,000 from White County Memorial Hospital in Monticello, Ind., between 2003 and 2009. Cardwell served as CEO of the two hospitals during the alleged thefts, running the Indiana facility before he moved to Wyoming to take the job in Powell.

Prosecutors say Cardwell stole the money by pretending the funds were going to a staff recruiting firm called Plake and Associates. In reality, Cardwell was simply splitting the funds, 75-25, with longtime friend and West Lafayette, Ind., resident Michael Plake, prosecutors say. The scheme ended when auditors and officials with Powell Valley Healthcare and its management company, HealthTech Management Services Inc., caught on.

Plake accepted responsibility for his role in the fraudulent billing scheme, pleaded guilty to three felony counts and was sentenced last month to two and a half years in prison. In contrast, Cardwell, who’d been out on a $50,000 unsecured bond, fled in late August. Federal authorities had been looking for Cardwell since then.

That's great! I hope he gets the justice he's earned.

The Wheels of Justice grind slow, but they grind fine.

I just wish he could be turned over to the citizens of Powell for justice, in lieu of our rather lenient judical system.

His partner (Plake) only received 30 months in prison. A rather weak sentence.

why don't you talk about the millions that the former mayor and crew ripped off the taxpayers for in powell???? and then nail everyone who helped them for the many millions they cost the taxpayers? and what about friendships and nepotism?

Enlightenment has finally dawned. My wife and I enjoyed every day of our six years as residents of Powell, which we thought to be a wonderful community. Not until recently have we come to learn Powell was the seat of all evil the whole time. Thanks, Clip, for sounding and sounding and sounding the warning. However it's obvious no one but me is paying the slightest attention to your rolling tantrum anymore...and I react only for my personal amusement. Truth is we'd move back to Powell in a heartbeat if circumstances allowed.

What will they do about the yokels from the hospital asleep at the wheel who allowed this to happen?

Yeah sure,Moseley. Some of us knew about the racketeering going on in Powell years ago,but most people around there looked the other way or denied it. Well...what goes around comes around.Still laughing at the stupidity of some....... BTW..why did you "REALLY" leave Powell?

Two of our kids married while we were there. We didn't budge. First grandchild was born back in Nebraska where we came from to Powell. We didn't budge. Eventually the birth of our second grandchild and the likelihood of even more (four in Nebraska to date, six total) and heartbreaking dementia for my dad compounded by physical helplessness in his 80s, dictated our return. Nothing less could have dislodged us from Powell and that, sir, you can take to the bank. It became home to me and I still think of it as home today, this despite being gone now for about as long as we lived there. Powell people were nothing but warm and welcoming to us. It's a wonderful community. Perfect? Of course not, but wonderful all the same. No one will ever change my opinion about that. But as of today I'm officially done poking Powell's two (three at the very most) over-the-top detractors in their hindparts. Clearly everyone else tuned you out long ago. Powell doesn't deserve you and it certainly doesn't need me as defender. Never needed one. Never will.

Nothing good ever came out of Nebraska, except their ball teams,Cheney is a good example of that, you can take that to the bank.Since some of us have been in and around Powell longer than you,we know a little more about the shenanigans that have infested the populace.Fact is the town as a whole is dying and a handful of crooks have caused it,again take that to the bank. The two,or three, detractors you moan of have all the right in the country, according to the Constitution for now anyway,to speak our piece about what goes on.I suppose there are numerous other "sources" you can get your "news" from.Have a real nice day.

wasn't going to respond Moseley but... first did you invest money in this town? did you work 7 days a week to try and make the town a better place? did you do things for the town and never get a thank you. the only ones who could say thank you was the frannie deaver fire dept. for instance the free clinic took 18 months the hospital never did.... read the june 19th editoral 2008 and see where I did not have a right to an opinion and was cheap seats.
But you know Moseley that everything I said has come true.......if I had known just how much anna's café meant to that town would have been a whole bunch louder. now Moseley what can the paper and kpow radio say????? you are right about one thing they did not deserve me for being a caring person and trying to better the town.

"Over the top detractors",eh? That's OK, I earned the right to be a detractor in the hot jungles of SE Asia, and I will keep on detracting as long as people bark up my tree, Furthermore,Clipstein is right, and has been all along.

At least Mr. Moseley is not afraid to use his real name and stand behind his comments, unlike clipstein, Disgusted distractor and Disgusted taxpayer, who hide behind the anonymity of online commenting while attacking everyone and everything pertaining to Powell. Maybe it is time for you to move on, and try to enjoy your lives! Life is too short to be so negative and hateful!!
