The Powell City Council had two former city employees — Jason Fields and Zane Logan — apply for the Ward 2 position that became vacant when Councilor Scott Mangold resigned to serve on the Park County Commission. The council voted Monday to appoint Logan for the two years remaining on Mangold’s term.

“To me, it’s an opportunity to serve the community and be involved again,” Logan said, speaking after the meeting.

Logan began working for the City of Powell in June 1992 as the electrical superintendent and went on to become public works director. He was promoted to city administrator in January 2005 and then retired in 2019.

Speaking Wednesday, Logan said he’s really enjoyed retiring and still feels it was a good decision. However, after getting a few personal things accomplished, he wanted to get back into public service again. Logan said he also missed working with the council and city employees.

“It’s a good bunch of people,” he said.

Logan said there wasn’t a particular issue or concern that prompted him to apply for the position on the council, and he’s just going to listen to each circumstance, do his research and make a decision from there.

“There’s nothing I’m trying to get done or undone,” he said.

After the unanimous vote to appoint Logan, City Clerk Tiffany Brando swore in the former administrator, along with councilors Geoff Hovivian, Floyd Young and Lesli Spencer, as well as Mayor John Wetzel.

Hovivian and Spencer each won contested elections last year, while Floyd and Wetzel ran unopposed.

It was the second time in two months that Hovivian took the oath. He actually assumed the Ward 1 position in mid-November, when the council appointed him to replace the late Councilor Jim Hillberry, who died in July.

The other applicant for the vacant Ward 2 seat, Jason Fields, is a former City of Powell water department employee. He resigned his position in 2008.
