The Northwest Rural Water District, Cody, Wyoming will receive sealed bids for the South Fork Pump Station and Control Valve Project. This project involves improvements to the South Fork Pump Station and installing new control valves in Garland and Lovell connection buildings. Improvements include replacing and upsizing pumps with variable frequency drives, new pumps and motors, SCADA and electrical, and all appurtenances and piping associated with the installation of the new pumps. Replacement of the control valves at the Garland and Lovell connection buildings will also include electrical, SCADA and appurtenances associated with these replacements.
Sealed bids for the construction of the South Fork Pump Station and Control Valve Project will be received by the Northwest Rural Water District until 10:00 a.m. local time on 3 June 2021, and then publicly opened and read aloud immediately thereafter.
All bidders are required to accompany each bid with a bid bond equal to at least 5% of the total bid. The bid bond shall be prepared on the form provided in the Project Manual and shall be issued by a Surety authorized to do business in the State of Wyoming and acceptable to the OWNER.
All bids shall be submitted in accordance with and on the forms included in the Specifications. If Bids are hand delivered immediately prior to the Bid Opening, they should be brought to the NRWD Office at 526 Stone Street, Cody, Wyoming 82414. Bids may be mailed or submitted in a sealed envelope addressed to:

Contract Documents may be obtained on-line on or after 4 May 2021 at www.questcdn.com with the project number 7802911 at the non-refundable cost of $15.00 per set. Contract Documents may also be obtained at the office of DOWL, 16 W 8th Street, Sheridan, Wyoming for a non-refundable cost of $ 150.00 per set. A PRE-BID CONFERENCE will be held on 20 May 2021 at 10:00 a.m. local time, at the NRWD office, 526 Stone Street, Cody, WY. Contractors, in submitting their respective bids, acknowledge that such bids conform to all requirements of Wyoming State Statute. Each bidder must include a bid security with the bid, payable to the Northwest Rural Water District, in accordance with the Instruction to Bidders.
Qualified Disadvantaged Business Enterprises (DBEs) are encouraged to submit bids on this project. Bidders that use a subcontractor(s)/supplier(s) are required to make a good faith effort, as determined by the SRF Program, at soliciting DBE subcontractor/supplier participation. Bidders shall submit the required DBE Good Faith Effort Documentation form and other related forms with their bids.
Pursuant to W.S. 16-6-106, “preference is hereby given to materials, supplies, agricultural products, equipment, machinery and provisions produced, manufactured or grown in Wyoming, or supplied by a resident of the state, quality being equal to articles offered by the competitors outside of the state”. Pursuant to W.S. 16-6-102, “the contract shall be let to the responsible certified resident making the lowest bid if the certified resident’s bid is not more than 5% higher than that of the lowest responsible nonresident bidder and the resident bidder does not propose to subcontract more than thirty percent (30%) of the work to nonresident contractors.
The procurement will be subject to the “Use of American Iron and Steel” requirements as contained in Section 436 of H.R. 3547, The Consolidated Appropriations Act, 2014.
Contract security, performance and payment bonds, are required (see W.S. 15-1-113(d) and (f)).
No bidder may withdraw its bid after the scheduled time of the bid opening. Bids are to remain open for 45 days after the bid opening.
The Owner reserves the right to reject any and all bids or parts thereof, and to waive any irregularities of any bid. The Owner also reserves the right to award the contract to such responsible bidders as may be determined by the Owner.
