Low-income apartment project taking shape

It’s hard not to notice the massive construction project going up in north Powell on Absaroka Street. When completed, it will become the Powell Court Apartments, a 12-unit, low-income housing complex.

Sletten Construction Company is the general contractor on the project, and Project Manager Casey Waltari said they expect it to be complete by March 2020.

There have been some delays in the project due to the weather. Crews were just breaking ground when the big flood came in July, Waltari said.

“That storm appeared, and there were boats down Main Street,” Waltari said. “It’s proceeding pretty good now.”

They will get the shell up soon, which will allow interior finishing work to continue through the winter to meet their spring completion target.

The 12 units will be inside a two-story, garden style residential building, complete with on-site management, a fully equipped children’s play area and a community garden for residents.

The project, which has a total development cost of $3.47 million, was financed partly by $2.8 million in federal low-income tax credits. The Wyoming Community Development Authority also provided a $530,000 loan for construction and permanent financing through the federal HOME Investment Partnership Program.

When complete, the Powell Court Apartments will bring the total number of complexes financed through the WCDA in Powell to five, with a total of 180 units between them. That number includes senior-only housing.
