Special Meeting
Monday, 27, 2025
Chairwoman Dossie Overfield called to order a special meeting of the Board of County Commissioners of Park County, Wyoming, on Monday, January 27, 2025. Present were Vice Chairman, Lloyd Thiel, Commissioners Kelly Simone, Scott Mangold, Scott Steward and Clerk Colleen Renner.
Chairwoman Overfield led the audience in the pledge of allegiance.
Park County Planning and Zoning – RE: Public Hearing on Amendment #1 of the Development Standards and Regulations
Chairwoman Overfield laid out the ground rules for this hearing, be kind to all who comment and if you signed up to speak you will have two minutes.
Ms. Hill, Planning Director spoke on the process and history of the regulations.
Chairwoman Overfield turned the floor over to consultant Melissa Ruth from Logan Simpson, for the Round 1 presentation of proposed amendments to the Park County Development Standards and Regulations.
Chairwoman Overfield reminded the public that today’s conversations relate to Round 1 proposed changes. Comments on Round 2 will be addressed after the final draft completion.
Commissioner Thiel addressed the public and social media regarding all the finger pointing. Commissioner Mangold referenced that there are over 1,000 bills being presented in Cheyenne and that this document will be updated many times before this section is final.
Chairwoman Overfield called for public comments. Those commenting were: Shaylene Keiner, Dwaine Whitney, Donnie Gillette, Pamela Gifford, Ed Reed, Sandra Allshouse, Dennis Reed, Mary McKinney, Tim Lasseter, Jim Dougherty, Trevor Williams, Karin Richard, Julie Geving, Marvin Leonhardt, Cody Schatz, Robin Berry, Phil Campbell, Karen Smith, Henry Nyhus, Curt Bales, Rita Filler, Margaret Lohman, Paul Lanchbury, Josh Christofferson, Carrie Peters, Jeannie Fortenberry, Colin Simpson, Harold Musser, Bob Berry, Doug Dutcher, and Sue Lyke.
Commissioner Steward made a motion to close the public hearing, Commissioner Simone seconded, Commissioner Thiel and Simone opposed the motion Chairwoman Overfield voted in opposition and allowed several participants return to make further comments.
There being no further comments Commissioner Simone motioned to close the public hearing, Commissioner Steward seconded, motion carried.
Commissioner Thiel made a motion to table any decision, Commissioner Mangold seconded with the recommendation that we investigate comments by the engineers and others that participated today, Commissioner Steward and Simone also support tabling. Further discussions on clarification of adult entertainment, the removal of the by-laws which will be a stand-a-lone document, and another reminder of the upcoming meetings with Logan Simpson and staff. All were in favor of tabling any decisions, none opposed, motion carried.
