REMEDIATION OF THE CROSBY 25-3
NATURAL GAS WELL IN CLARK, WY
The Wyoming Department of Environmental Quality (DEQ) plans to conduct environmental sampling at the Voluntary Remediation Program (VRP) Site #58.093, the Crosby 25-3 Natural Gas Well, also referred to as the Crosby Blowout (site), to determine the current conditions and evaluate remedial measures to reduce groundwater contamination to concentrations below cleanup levels.
The Crosby 25-3 Natural Gas Well advancement released an unknown volume of petroleum condensate, drilling fluids, and natural gas from August 11, 2006, to August 13, 2006, impacting the surface, subsurface, surface water, and groundwater. On February 14, 2007, the operator, Windsor Energy Group, L.L.C. (Windsor), entered the site into the VRP. It was determined that the DEQ had jurisdiction over surface water, groundwater, and sediments, while the Wyoming Oil and Gas Conservation Commission had jurisdiction over soils. Windsor implemented remedial measures in accordance with requirements established in a 2012 Remedy Agreement (RA) and a 2018 RA Modification. In August 2021, Windsor notified the DEQ that it was ceasing business operations in Wyoming and would not be performing further remediation work at the site.
In October 2021, the DEQ issued a Notice of Violation to Windsor for failure to complete remediation as required in the RA. Through forfeiture proceedings, the bond posted by Windsor was approved to be retained by the DEQ for the purpose of performing work on the site (Environmental Quality Council Docket No. 21-5501).
The DEQ plans to issue a Request for Proposal to hire a contractor to conduct environmental sampling and evaluate remedial alternatives using funds in the forfeited bond. The DEQ will host a meeting to inform the public regarding next steps for the site:
