Establish Wobbe Index
PUBLIC NOTICE
Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission's (Commission) Rules, the Commission hereby gives notice of the Application of Montana-Dakota Utilities Co. (MDU or the Company) for authority to establish a Wobbe Index for Heat Zone 137, applicable to the Colony service area of Wyoming, as more fully described below:
1. MDU is a public utility subject to the Commission's jurisdiction. Wyo. Stat. §§ 37-1-l0l(a)(vi)(D) and 37-2-112.
2. On May 19, 2025, MDU filed an Application requesting authority to establish a Wobbe Index for Heat Zone 137, pursuant to Commission Rule Chapter 3, Section 1(c)(v)(C). Heat Zone 137 was approved by the Commission, in Docket No. 30013-404-GA-24, in May 2024. MDU requested a delay to establish the Wobbe Index when the necessary 12-month historical data was available. The Company proposes a Wobbe Index of 1,350 based on the most recent 12-month weighted mean for Heat Zone 137 ending March 2025. MDU states it is within the 4% index deviation threshold.
3. This is not a complete description of MDU’s Application. Interested persons may inspect the Application at the Commission’s office during regular business hours or online at: https://dms.wyo.gov/external/publicusers.aspx (enter Record No. 17833).
4. Anyone desiring to file a statement, intervention petition or request for a hearing in this matter must file with the Commission in writing on or before July 16, 2025. Any intervention request filed with the Commission shall set forth the grounds of the proposed intervention or request for hearing as well as the position and the interest of the petitioner in this proceeding.
