Regular Meeting
Tuesday, September 3, 2019
Chairman Fulkerson called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, September 3, 2019. Present were Vice Chairman, Joe Tilden, Commissioners Lee Livingston, Dossie Overfield and Clerk Colleen Renner. Commissioner Lloyd Thiel was absent.
Bert Miller led the audience in the Pledge of Allegiance.
Consent Items:
Approve-Minutes, Payroll and Vouchers
Commissioner Livingston made a motion to approve the following consent agenda items: minutes from August 20, bi-weekly payroll in the amount of $612,014.84 which includes Health Insurance; vouchers; Catering Permit for the FOAL Fundraiser; Grant Agreement between Wyoming Office of Homeland Security from October 1, 2018 to September 30, 2020 in the amount of $48,000.00; 2020 Grant Award Agreements for TANF Community Partnership Initiative with Northwest Wyoming Family Planning, Inc. in the amount of $8,190.00, Youth Clubs of Park County - $21,420.00, Northwest College Center for Workforce Training and Development - $12,600.00, Crisis Intervention Services, Inc. - $11,340.00, Big Brother Big Sisters of Northwest Wyoming - $9,450.00; Out of State Travel for Park County Public Health Emergency Preparedness Coordinator, Kimball Croft for September 15-21, Aniston, AL for FEMA Training; and a Lease Agreement with Thomas Boyd dba Consulting Professional Landman and a Catering Permit for Echo Elelsee, LCC for the FOAL Fundraiser, Commissioner Overfield seconded and the motion carried.

Commissioner Livingston gave a brief update on the Fish Hawk Fire which was found September 2.
Park County Sheriff, Scott Steward – RE: Open Bids for New Patrol Vehicles
In the absence of Sheriff Steward Mr. Odde proceeded to open two bids received by the Clerk’s office both dated August 30 and neither envelopes have been opened.
Fremont Motors bid for four 2020 Ram 1500DT Tradesman is $135,608 and the net after trade amount is $117,108. Fremont Motors also bid four 2020 Ford F150 4x4 Crew Cabs in the amount of $129,477.60 and the net after trade amount is $110,977.60.
Denny Menholt bid four 2020 Chevrolet Silverado 1500 4x4 Crew Cab pickups for $122,148.00 and the net after trade amount is $83,648.00. Mr. Odde will contact Sheriff Steward so he can review the bids submitted.
Park County Deputy Clerk, Hans Odde – RE: Public Hearing: Park County Liquor License Transfer Monster Lake, LLC dba Monster Lake to Copper Butte Ranch, LLC dba The Ranch at Copper Butte
Chairman Fulkerson opened the public hearing.
Mr. Odde presented to the Board a liquor license transfer from Monster Lake LLC to Copper Butte Ranch, LLC dba The Ranch at Copper Butte. No public comments have been received. Letters from Dan Eddleman/Monster Lake, LLC, agreeing to transfer and Big Horn Federal stating they are in good financial standing have been received., Law enforcement has had no issues and the state liquor division recommends moving forward with the transfer. Chairman Fulkerson called for comments from the public, there being none Commissioner Tilden made a motion to close the public hearing, Commissioner Overfield seconded, and motion carried.
Commissioner Tilden made a motion to approve the transfer of the liquor license from Monster Lake to Copper Butte Ranch, LLC, Commissioner Livingston seconded, and motion carried.
Bids cont.
Sheriff Steward reported that the bid from Denny Menholt meets the bid specification and recommended the board approve the same, Commissioner Livingston made a motion to accept Denny Menholt bid in the net amount of $83,648 for four 2020 Chevrolet Silverado 1500 4x4 Crew Cab pickups, Commissioner Tilden seconded, and motion carried.
Park County Buildings & Grounds/Events Superintendent, Mike Garza and Park County Fair Events Coordinator, Audra Jewell – RE: 2019 Park County Fair Report
Mr. Garza reported ticket sales were up for the concert, overall the actual budget versus expenses was about $8,000 under what was projected. Plans are being made to meet with superintendents and work with fair board on events for next year and work with NWC to recruit some older employees. Mr. Garza hasn’t received any negative comments regarding fair.
Park County Engineer Brian Edwards • Review and Discuss Preliminary Conceptual Plans for New Coroner’s Facility
• Mr. Edwards, Mr. Garza, Mr. Beavers and Coroner Power toured the Big Horn County coroner facility. They received copies of the floor plans, bids and what the building cost Big Horn County, $850,000. Mr. Edwards would like to have a work session with the board next week and go over what Park County needs in this building and ways to keep the costs down.
• Review Petition to Vacate a Public Alley Located at 303 Clark Street, Ralston WY
The Clerk’s office received on June 3 a request to vacate a public access of an alley located on the east side of Lots 1,2,3 and 4 of the original Ralston town sites. Commissioner Livingston made a motion to appoint Mr. Edwards, County Engineer to be the viewer and proceed with the vacation, Commissioner Tilden seconded, and motion carried.
Park County Commissioners – RE: Interview for the Park County Historic Preservation Commission
The Board interviewed Amy Phillips for the board opening on the Historic Preservation Commission. Commissioner Overfield made a motion to appoint Ms. Phillips to the board, Commissioner Tilden seconded, and motion carried.
Executive Session.
Chairman Fulkerson convened an executive session pursuant to W.S. § 16-4-405 (a) (ii) (iii).
Commissioner Livingston moved to exit from executive session, Commissioner Tilden seconded, and the motion carried. No decisions were made in or as a result of the executive session.
