Chairman Fulkerson called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, October 15, 2019. Present were Vice Chairman, Joe Tilden, Commissioners Lee Livingston, Dossie Overfield and Lloyd Thiel, and Clerk Colleen Renner.
Tim Waddell led the audience in the Pledge of Allegiance.

Commissioner Overfield made a motion to approve the following consent agenda items minus the September 17 minutes that were already approved. Minutes from October 1, 2019; bi-weekly payroll in the amount of $393,132.05 and elected payroll with insurance in the amount of $90,107.86; Vouchers; Monthly Earnings & Collections Statements for Clerk, Clerk of District Court and Sheriff; Quarter 4 Federal Fiscal Year 19 Temporary Assistance to Needy Families/Community Partnership Initiative (TANF/CPI) Reports & Voucher approve and allow the Chairman to sign. Commissioner Livingston seconded, and motion carried.

Park County Landfill Manager, Tim Waddell – Re: Approval to Replace a Park County Landfill position
Mr. Waddell had an employee resign as of 10/11/2019 and would like approval to replace that 30-hour position. After discussion Commissioner Thiel made a motion to refill the position, Commissioner Livingston seconded, and motion carried.
Park County Commissioner Vice-Chair, Joe Tilden – RE: Wyoming Chronic Waste Disease
Commissioner Tilden gave a brief update on the meetings he has attended regarding CWD and how it is affecting the deer population however researchers are not finding it in elk and moose at this time. This disease is not bacterial or viral, natural occurring protein that mutates and then attacks their central nervous system and is not known to be contagious to humans.
The meetings have been attended by 32 participants and held in Worland, Lander, Casper and again in Lander in September with recommendations to go forth to the public in January. This group will meet again in February after public comment period is over and Commissioner Tilden will then report back.
Powell Clark’s Fork Conservation District Manager, Ann Trosper and
Jennifer Zygmunt, DEQ/WQD NPS Program Coordinator – RE: Shoshone River Watershed Study Group 3
Floyd Derry, Chairman of the Powell Clark’s Fork Conservation District introduced Ms. Zygmunt who presented the story maps and information on the progress of the Shoshone River Watershed study. Representatives from the DEQ, Wyoming Game and Fish Department (WGFD), Wyoming Water Development Commission (WWDC), WID, and Bureau of Reclamation (BOR) have all contributed to the study. The overall goals are to restore aquatic life and habitat damaged due to the release of accumulated sediment from the Willwood Dam reservoir into the Shoshone River and to reduce and/or eliminate future need to release accumulated sediment. To achieve these goals, three working groups were formed and assigned specific objectives. Working Group 1 was to cleanup from the flushing flow below Willwood Dam due to the 2016 release of sediment during the dam repairs. Working Group 2 worked on the development of alternatives for the long-term management of sediment above Willwood Dam, and evaluation of water quality standards. Working Group 3 is addressing sediment sources upstream of Willwood Dam to reduce the volume of sediment that accumulates at Willwood Dam through the implementation of voluntary best management practices.

Cathy Rosenthal Watershed Coordinator at Wyoming Association of Conservation Districts, plans to continue to meet, implement and make on ground improvements and recommends a local person to help monitor and apply for grants.
Bobbie Holder, Cody Conservation District, Ann Trosper, Powell Clarksfork Conservation and Laura Burkhardt, WY Game & Fish all made comments in support of the group and the volunteers behind the program.
Park County Planning & Zoning Director, Joy Hill – RE: Discussion on Short-Term Rental Regulations
After Ms. Hill presented a possible process for developing short term rental regulations Commissioner Livingston made a motion to encourage the planning and zoning commission to draft recommendations for short term rental regulations, Commissioner Overfield seconded, after further discussion Commissioner Livingston amended the motion to include the clean up and make clearer definitions that are currently in Park County zoning regulations. Commissioner Thiel asked for clarification on recommendations that will be presented to the Board prior to the public, Chairman Fulkerson stated these are mostly housekeeping issues and would be handled as such. Motion carried.
Park County Planning & Zoning Director, Joy Hill and Park County Public Works Operations Manager, Trapper Marsh – RE: WGO/WYOPASS Conference
Ms. Hill & Mr. Marsh attended a three-day conference with one day dedicated to Arc GIS training. The following two days were presentations from Campbell County and how they are realizing true savings with GIS, cloud base mapping and updating inventory. Chairman Fulkerson congratulated Ms. Hill on being recognized as Planner of the year for the state of Wyoming.

Commissioner Livingston made a motion to enter executive session pursuant to W.S. § 16-4-405 (a) (iii), Commissioner Overfield seconded, and motion carried.
Commissioner Livingston moved to exit from executive session, Commissioner Tilden seconded, and the motion carried. No decisions were made in or as a result of the executive session.
