Chairwoman Dossie Overfield called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, March 18, 2025. Present were Vice Chairman Lloyd Thiel, Commissioners Kelly Simone, Scott Steward, Scott Mangold, and First Deputy Clerk Hans Odde.
House District 25 Representative Paul Hoeft led the audience in the pledge of allegiance.

Re: Development, Standards and Regulations Update
Chairwoman Overfield reported that the board will continue the review of Chapters 1, 2, 3 and 4 of the proposed regulation at 1:00 PM today in the Alt EOC downstairs in the courthouse. Next week starts open houses on the 26th in Clark and Powell, the 27th in Meeteetse and Wapiti, and the 31st at the Cody Auditorium and the Southfork Fire Hall.

Re: Interview for State Shooting Complex Joint Powers Board
The board welcomed Mr. Hoeft and thanked him for his application to serve on the State Shooting Complex JPB. Mr. Hoeft explained that he may have a conflict of interest due to his appointment to the Legislature’s State Shooting Complex Oversight Task Force and he is waiting to hear from the Legislative Service Office for their opinion. Chairwoman Overfield stated that she has asked the County Attorney the same question and is waiting for his answer too.
Mr. Hoeft continued to state his qualifications and interest in shooting sports and will await answers from LSO and the County Attorney.

Re: Public Hearing: New Full Retail Liquor License for Rimrock Dude Ranch
Chairwoman Overfield opened a public hearing to consider approval of a new full retail liquor license for Rimrock Dude Ranch owned by Gary and Dede Fales. The applicant is requesting a guest ranch designation to have the ability to serve alcoholic beverages anywhere on their property. The application has been reviewed by the state liquor division and found to be in order and the applicant is in good standing with state department of revenue.
There being no comment from the public Commissioner Thiel made a motion to close the public hearing. Commissioner Steward seconded and the motion carried.
Commissioner Mangold made a motion to approve the full retail liquor license for Rimrock Dude Ranch. Commissioner Thiel seconded and the motion carried.
Jenny Cramer, Park County Planning and Zoning
Re: Public Hearing: Restaurant at Remington Ranch SUP-273
Chairwoman Overfield opened a public hearing on the Restaurant at Remington Ranch SUP-273. Ms. Cramer presented a Special Use Permit Application submitted by Remington Development, LLC. on behalf of Russell and Bethany Smith which included payment, a site plan, and floor plans of the buildings. The applicant also supplied application statements with details regarding the operation and amenities associated with the use of a restaurant/bar and three short-term rental lodging units at 53 Stagecoach Trail, Cody, Wyoming in a GR-5 zoning district. Public comment has been received in support of the project and one that wanted a condition on hours of operation. Ms. Cramer noted that the applicant has not received the required permits from DEQ or EPA for public water supply and sewer.
Owner, Russell Smith testifying online said big concerns he has heard from his neighbors that there be no outside amplified music on site.
Earl McKinney stated that the applications to EPA and DEQ have been submitted however there could be as much as a 30-day delay. He also mentioned that they have contracted with Rawhide Mechanical to read meters for EPA levels.
Commissioner Thiel made a motion to close the public hearing. Commissioner Steward seconded and the motion carried.
Commissioner Overfield stated that there is a list of five conditions recommended by staff and asked if there is a need to add a sixth condition regarding amplified music.
Commissioner Steward made a motion to add condition number six prohibiting outdoor amplified music. Commissioner Simone seconded and the motion carried.
Commissioner Thiel made a motion to approve Restaurant at Remington Ranch SUP-273 with conditions as presented. Commissioner Mangold seconded and made a point to the applicant that as soon as the appropriate permits are obtained the P&Z department needs to be notified. Commissioner Simone has reservations regarding approval due to the language in the regulations stating that there shall be evidence provided of an adequate supply of water. Commissioner Steward expressed many of the same concerns while Commissioner Thiel pointed to the recommendation to approve with conditions from P&Z staff. Commissioner Mangold feels the SUP would be null and void if the applicant did not acquire all the required permits as stated in condition number four. Commissioner Steward offered a friendly amendment to the motion on the floor to add to condition number four that when the approved permits are received a copy of said permit be provided to the P&Z department. Commissioner Thiel accepted the friendly amendment and Commissioner Mangold concurred on the second. Motion carried unanimously. Resolution 2025-16
Melissa Ruth, Logan Simpson Via Zoom
Re: Preliminary Questionnaire Results for the Development, Standards and Regulations Amendments
Ms. Ruth provided an update to Development, Standards and Regulations (DSR) project and reported that they are receiving a great amount of feedback from some areas of the county and not as great from others. She stated that the project website has had 20600 views, 300 open house attendees and 1865 questionnaire responses. Sophie Frankenberg reviewed results from the questionaries and how these results will be considered as the DSR continues to be developed. Ms. Ruth and the commissioners encourage residents to attend the upcoming open houses and provide their input.

Re: Interview Tina Gail for Park County Parks and Recreation Board
The commissioners interviewed the sole applicant, Tina Gail for the Park County Parks and Recreation Board. Commissioner Thiel made a motion to appoint Ms. Gail. Commissioner Simone seconded and the motion carried.
Executive Session Pursuant to WS § 16-4-405 (a) (ix)
Commissioner Mangold made a motion to enter executive session. Commissioner Simone seconded and the motion carried. The commissioners exited from executive session at 11:49 AM and no decisions were made in or as a result of this executive session.
Jeffrey Martin, Director of Homeland Security
Re: Review and Approval of EMPG Grant
Mr. Martin presented the annual 2025/2026 Emergency Management Planning Grant for consideration. He noted that it has not been reviewed by the county attorney yet and that it covers 50% of the director’s salary and benefits ($46,267.00).
Commissioner Steward made motion to approve the grant pending approval as to form by the county attorney. Commissioner Simone second and the motion carried.

Re: Work Session on Amendment #1 of the Development, Standards and Regulations & Technical Committee Discussion
The commissioners met with the planning and zoning staff and board to finish reviewing Amendments to Chapters #1 and #4 of the proposed Development, Standards and Regulations. There were no changes in the Technical Committee.
