Chairwoman Dossie Overfield called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, December 3, 2024. Present were Vice Chairman, Scott Steward, Commissioners Lee Livingston, Scott Mangold, Lloyd Thiel and Clerk Colleen Renner.
Commissioner Mangold led the audience in the pledge of allegiance.

Approve-Minutes, Payroll and Vouchers
Commissioner Thiel made a motion to approve the following consent agenda items: minutes from 11/19/24; payroll of $741,320.44 which includes insurance; vouchers; and out of state travel for Events Department. Commissioner Livingston seconded, motion carried.

Jenny Cramer, Planning & Zoning – RE: Public Hearing: Adobe Flats MS-85 Sketch Plan Review
Ms. Cramer presented a minor subdivision application for Ric and Paul Rodriguez. The request is to create one 18.18-acre lot for residential use leaving 129.86-acre remainder parcel. Zoning is GR-P, and the property is located 7.5 miles west of Powell on Hwy 294. Public notices and agency referrals have been met with no public comments received. Staff recommends approval with eleven conditions read into the record and applicant would like to strike condition two as the water quality will be placed on the final plat.
Commissioner Overfield called for public comments, there being none, Commissioner Mangold move to close the public hearing, Commissioner Steward seconded, motion carried.
Commissioner Mangold moved to approve with the removal of condition number two from staff recommendations, Commissioner Thiel seconded motion carried.
RESOLUTION 2024-66
Jenny Cramer, Planning & Zoning – RE: Public Hearing: Olson PUD Amendment to agreement
Ms. Cramer presented the amendment to allow a metal-sided structure on Lot 3B of the Olson PUD. The original PUD states buildings should be log or wood sided. There are five properties within Planning Area A of the PUD. The property is under contract and the buyer proposes a brown, earth-toned metal sided building for commercial storage units. Neighboring uses are commercial to the west, residential to the north and east and Park County owned lands on the south boundary.
Staff recommends approval with three conditions read into the record. Ms. Cramer stated the third condition should stop at Regulations and delete the rest.
Chairwoman Overfield called for public comments.
Ms. Paddock, current owner requested that condition two regarding written consent from all other landowners be removed. Chairwoman Overfield stated that wording was in the original PUD.
There being no further comments, Commissioner Livingston moved to close the public hearing, Commissioner Steward seconded, motion carried.
Commissioner Thiel questioned how many landowners need to sign off, Ms. Cramer stated four.
Commissioner Livingston moved to approve with conditions and strike the end of condition three ending with regulations, Commissioner Steward seconded, motion carried. RESOLUTION 2024-67
Executive Session.
Commissioner Livingston made a motion to enter executive session pursuant to W.S. § 16-4-405 (a) (iii), Commissioner Thiel seconded, and motion carried.
Chairwoman Overfield ended the Executive Session.
There were no decisions made in the session.
Karen Horner, Library Director, Park County Library – RE: Budget/Payroll
Ms. Horner stated at the end of this year they are losing their accountant that handles payroll and finances. After discussions on the differences in sick, vacation, holidays and Wyoming Retirement Ms. Horner stated they have received confirmation from two local companies that are willing to take the library payroll and payables as clients.
Chairwoman Overfield stated the library board should try another local accounting firm first before the county taking over the payroll and payables.
