Chairwoman Dossie Overfield called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, December 17, 2024. Present were Vice Chairman, Scott Steward, Commissioners Lee Livingston, Scott Mangold, Lloyd Thiel and Clerk Colleen Renner.
Commissioner Livingston led the audience in the pledge of allegiance.

Commissioner Livingston made a motion to approve the following consent agenda items as presented: minutes from December 3 and 10, 2024; Payroll in the amounts of $554,190.56 for employees and Elected at $102,990.81; vouchers; Monthly Earnings & Collection Statements for Clerk, Clerk of District Court and Sheriff; approve 2025 lease renewals for Cody Pardners and AirPro Fan & Blower Company; approve and allow Chair to Sign PCHPC 2023 Annual Report; approve & sign Letter of Support for Beartooth Segment 4 and Powell Library T-Mobile Grant. Commissioner Mangold seconded, motion carried.

Executive Session.
Commissioner Livingston made a motion to enter executive session pursuant to W.S. § 16-4-405 (a) (iii), Commissioner Steward seconded, and motion carried.
Chairwoman Overfield ended the Executive Session.
There were no decisions made in the session.
Jenny Cramer, Planning and Zoning – RE: Public Hearing: Amended Plat of Blue Sage MS-54 (Lot 3)
Chairwoman Overfield opened the public hearing.
Ms. Cramer presented for John & Gael Carter an application for approval of an amended plat which will vacate Lot 3 and merge it with an adjoining unplatted parcel to the south resulting in 18.15-acre amended lot 103. Agency referrals and public notices have been met, with no public comments received. Staff recommends approval with four conditions read into the record.
Chairwoman Overfield called for public comments, there being none, Commissioner Mangold moved to close the public hearing, Commissioner Thiel seconded motion carried.
Commissioner Livingston moved to approve amended plat with conditions Commissioner Steward seconded motion carried. RESOLUTION 2024-68
Brian Edwards, Engineer, Public Works Department – RE: Open Sealed Bids for 4 Motor Graders; for 1 Wheel Loader; and for 1 Belly Dump Trailer for Road & Bridge Division
Mr. Edwards opened bids that were received in the Clerk’s office.

Trevor Kattenhorn, Buildings and Grounds Superintendent – RE: Open Sealed Bids for a Service Truck for Buildings and Grounds Department
Mr. Kattenhorn stated there are three bids to be opened.
Yellowstone Motors – Powell, 2025 Chevy 1500 - $51,495
Denny Menholt – Cody – 2025 Silverado 1500 - $44865
Fremont Motors – Powell – 2025 Ford F150 - $47,900
Mr. Kattenhorn will return with a recommendation.
Lee Livingston, Commissioner – RE: Retirement Recognition
Chairwoman Overfield presented Commissioner Livingston with a plaque for his 12 years of service.
Commissioner Livingston stated he was proud to be part of team with a lot of good folks working for us and looking forward to moving on.
Commissioner Mangold, Thiel & Steward thanked him for his service.
Lisa Watson, Northwest College, President – RE: Updates with the new Student Center
Ms. Watson updated the Board on the student center completion and will hold an open house and ribbon cutting on January 30. Ms. Watson sincerely thanked the Board for the usage of the Fairgrounds kitchen during construction of the new center, it might not have been possible without the county’s collaboration. Some kitchen equipment was purchased that NWC will donate to the county.
Commissioner Mangold questioned what the next project would be, Ms. Watson stated the Orendorff building will receive a mechanical upgrade which will take about 15 months which was fully funded.
Jenny Cramer, Planning and Zoning – RE: Mendoza Subdivision Final Plat w/SIA
Ms. Cramer presented the request of a two-lot subdivision for Lorenzo Mendoza. The SIA addressing the perimeter fence has been received. Agency referrals have been met and no public comments have been received. Staff recommends approval of the final plat with the five conditions read into the record. Ms. Cramer stated conditions one and two have been met and can be removed. The property owner will sign an affidavit stating that the fence is in place.
Commissioner Mangold made a motion to approve with staff recommendations as corrected, Commissioner Livingston seconded, motion carried. RESOLUTION 2024-69
Board Appointments
Commissioner Livingston stated since we know the four incumbents are still interested in serving on the Weed & Pest Board he moved to reappoint Neil Earhart, Jim Cox, Mike Forman and Walt Hartung contingent on receiving signed applications from them, Commissioner Thiel seconded, motion carried.

At this time the Board interviewed the following citizens for the positions listed after their name. Commissioner Thiel excused himself during the Fair Board interviews.

Trevor Kattenhorn, Superintendent Buildings and Grounds – RE: Consider Staff recommendations on service truck bids
Mr. Kattenhorn recommends the award for the 2025 Chevy Silverado 1500 crew cab for $44,865 with expected delivery in 120 days.
Commissioner Livingston made a motion to accept the bid for the B&G service truck in the amount of $44,865 Commissioner Thiel seconded, motion carried.
Board Appointments
Discussion on appointments to the Board with interviews completed, Commissioner Livingston move to reappoint Fred Bronnenberg to the Fair Board, Commissioner Steward seconded, motion carried. After discussion on needing a change to the Fair Board Commissioner Livingston made a motion to reappoint Sara Skalsky, Commissioner Steward seconded, motion carried. Commissioner Thiel abstained from voting.
Commissioner Mangold made a motion to appoint Daniel Shein to the YRA Board, Commissioner Livingston seconded, motion carried.
Commissioner Mangold moved to reappoint the two incumbents to the P&Z Commission Kimberly Wintermote and Randy Mair, Commissioner Steward seconded, Commissioner Thiel questioned separating the incumbents in the vote, Commissioner Mangold denied the request, motion carried. Commissioner Thiel opposed.
Brian Edwards, Engineer, Public Works Department – RE: Consider Staff Recommendations for purchase of 4 motor graders, 1 wheel loader, and 1 belly dump trailer
Mr. Edwards, Mr. Jones, Powell Foreman and Mr. Showalter, mechanic recommend the CPS-Manac belly dump trailer from Cen-Dak leasing in the amount of $46,940. After discussion Commissioner Livingston made a motion to accept the recommendation and award the bid to Cen-Dak leasing for $46,940. Commissioner Thiel seconded motion carried.
Mr. Edwards second recommendation would be to award the bid to T&E Equipment for the CAT model 950-wheel loader. Commissioner Thiel moved to accept staff recommendation from T&E in the amount of $365,345.00 Commissioner Livingston seconded motion carried.
Mr. Edwards third recommendation would be to award the bid to RDO Equipment for four John Deere Model 772GP motor graders in the amount of $1,496,477.48 and take option two with the buy back making the total cost for four motor graders of $184,477.48. Commissioner Steward made a motion to accept the staff recommendation, Commissioner Thiel seconded for discussion, and questioned our obligation to do the buy back, Mr. Edwards stated it is in the best interest of the county, motion carried.
Park County Commissioners – RE: Decision Horizon Tower Litigation
Deputy Attorney Slade gave history with the County denying the cell tower on north fork which caused a lawsuit. The County was found to be at fault by the courts which triggered Horizon and the County coming to a negotiated agreement. Some items achieved were height of the tower is lower by 20 ft., it will be painted, it is a mono poll tower, an 8 ft. fence will be placed, and a decommissioning plan.
Park County is presently in violation of the court order as the motion to stay was denied and cell phone service cannot be prohibited.
Commissioner Mangold made a motion to approve SUP-244, Commissioner Livingston seconded the motion for discussion, adding executing the document and sign, motion carried. RESOLUTION 2024-70
