Chairwoman Dossie Overfield called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, August 6, 2024. Present were Commissioners Lee Livingston, Scott Mangold, Lloyd Thiel and Clerk Colleen Renner. Vice Chairman, Scott Steward was absent.
Brian Edwards led the audience in the pledge of allegiance.
Consent Items:
Approve-Minutes, Payroll and Vouchers
Commissioner Livingston made a motion to approve the following consent agenda items: minutes for 7/16/24 & 7/22/24; payroll in the amounts of $717,813.77 with health insurance, $598,130.24 and elected of $102,940.49; vouchers; approve and sign Willwood Irrigation Certificate; Deaver Irrigation Certificate; approve ad for Park County Travel Council Vacancy; approve and allow Chair to Sign State MOU Nursing Contract; Lease Renewal for Cody AA Group; approve and allow Chair to Sign Receipts and Expenditures for Park County pursuant to W.S. §18-3-515; and Annual Amendment with Shoshone National Forest, Commissioner Mangold seconded, motion carried.

Pat Meyer, Park County Assessor – RE: Employee Grade Change Request
Mr. Meyer presented to the Board an employee who has become permanently certified senior appraiser and is requesting a grade change. After several questions and discussions Commissioner Thiel moved to approve the grade change request as presented, Commissioner Mangold seconded, motion carried.
Pat Meyer, Park County Assessor – RE: Set Mill Levies per W.S. § 39-13-102
Mr. Meyer presented the mill levy for the special districts in which most entities take the max mills allowed.
Mr. Meyer will be working again with the revenue committee discussing ways for tax relief in the next legislation.
After discussions on special districts and the mills they request, Commissioner Livingston made a motion to set the mill levies as presented, Commissioner Thiel seconded, motion carried.
Park County Commissioners – RE: New National Opioid Settlement Notice
Barb Poley, Treasurer on behalf of Attorney Skoric, is requesting permission to sign agreement on the proposed nationwide settlement which must be signed and returned by August 12, 2024.
Commissioner Thiel moved to approve Barb Poley or Bryan Skoric sign the national opioid settlement notice and return, Commissioner Livingston seconded, motion carried.
Park County Commissioners – RE: State Shooting Complex Work Session
Discussions on steps that need to be taken for moving forward and what can be done before legislation approval in 2025. Commissioner Livingston would like to see the groundwork laid without spending a lot of money. Forming a Joint Powers Board (JPB) which will need Attorney General approval, working on road details, initial proposal of state recreation area managed by JPB, hiring an outside attorney to review the documents, JPB consisting of 6 county and 3 city members from industries like government, firearms, travel, tourism, economic development, and at-large with the JPB having a Chairman, Vice Chairman, Secretary & Treasurer. Other areas that will need to be addressed are fiscal year budget, fund raising for operations and maintenance, electrical and road easements. The Board will need to place this on the August 27 agenda to begin the processes.
Jerry Parker, Park County Fire Warden – RE: Stage 1 Fire Ban
Mr. Parker stated once BLM & Forest Service enforce the fire ban the County will also join. Attorney Skoric approved exemptions for ag burns and landfill to conduct schedule burns with stipulations placed that they call dispatch before they burn.
Commissioner Mangold moved to approve the stage 1 fire ban for the entire county, Commissioner Livingston seconded, motion carried.
RESOLUTION 2024-46
Nick Hummel, Engineering Associates – RE: Half Star MS-82 Re-Approval
Chairwoman Overfield stated that the Planning & Zoning department noticed changes had been made when the plat was brought to record and therefore is needing re-approval.
Mr. Hummel stated the fencing, easement and legal description changes were made after the approval and is here to request reapproval with those changes. Conditions and everything else remained the same.
Commissioner Livingston made a motion to reapprove Half Star MS-82, Commissioner Thiel seconded, motion carried. RESOLUTION 2024-47

Commissioner Thiel moved to adjourn, Commissioner Livingston seconded, and the motion carried.
