Chairman Livingston called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, April 20, 2021. Present were Vice Chairman, Dossie Overfield, Commissioners, Scott Mangold, Lloyd Thiel, Joe Tilden and Clerk Colleen Renner.
Mr. Odde led the audience in the Pledge of Allegiance.

Approve-Minutes, Payroll and Vouchers
Commissioner Overfield made a motion to approve the following consent agenda items: minutes from April 6, bi-weekly payroll in the amount of $584,952.65 which includes health insurance, vouchers, monthly earnings and collection statements for the Clerk, Clerk of District Court, and Sheriff, approve second quarter FYY 2020 - 21 TANF payment, approve and sign Pointe’ Café Six Month lease agreement and approve and Chairman Sign Mutual Aid Agreement between Park County, Wyoming and City of Cody, Wyoming. Commissioner Mangold seconded, and motion carried.

Healthy Is Wellness President Nich Pertuit, PhD. – RE: Healthy Is Wellness Contract Renewal with Park County
Mr. Pertuit, president and founder of the program presented results that Park County employees have seen in the past eight months using the program. One of the largest was the visceral fat that has been lost. Also presented were testimonials from current employees using the program. Chairman Livingston thanked him for the presentation and once the contract has been received a decision will be made regarding the continuation of the program.
Powell Senior Citizens Center, Program Director Linda Dalton – RE: Park County FY2022 Budget Special Funding Request
Ms. Dalton thanked the board for the opportunity to present their request in the amount of $48,000. They need the funds to help match Federal Funding.
Park County Planning & Zoning Planner II, Kim Dillivan – RE: Partial Vacation and Amended Plat Green Creek Subdivision & Green Creek Subdivision No. 2
Mr. Dillivan presented the amended plat applications which will partially vacate Lots 3 and 4 and part of Lot 10-C. The lots are in GR-5 zoning 21 miles west of Cody. This amended plat will be changing the lot configurations in which Lot 3 and 4 will merge and become Lot 103 and a boundary adjustment to create Lot 110-C. These subdivisions are in the North Fork Planning Area. If approved landowners will need to make changes to their deeds. No public comments have been received.
Commissioner Overfield made a motion to approve the request for the amended plat of Green Creek Subdivision, Commissioner Tilden seconded, and motion carried. RESOLUTION 2021-19
Park County Planning & Zoning Planner II, Kim Dillivan – RE: Straw Igloo Minor Subdivision Final Plat Review-46
Mr. Dillivan presented the Final Plat Review for a four-lot minor subdivision consisting of a 5-acre parcel being split into one 1.56-acre lot, two 1.06 acre lots and one 1.32-acre lot for residential use owned by Rick Martin. The property is in R-H zoning district and is 250 feet from Powell City limits with an address of 1015 County Lane 9. City of Powell was notified, and no comments were received nor were there any public comments. Commissioner Thiel questioned the access from Lane 9. There being no other questions Commissioner Tilden made a motion to approve, Commissioner Mangold seconded, and motion carried. RESOLUTION 2021-20
Chairman Livingston stated Hank Coe Day is April 29, which will include a Beck Lake Walk beginning at 2:00 p.m. at 2401 14th Street and the public is welcome.
Cody Yellowstone Air Board Member, Bucky Hall – RE: Park County FY2022 Budget Special Funding Request
Mr. Hall thanked the board for the opportunity to present their request in the amount of $10,000., but at this time is not sure the funds will be needed and would like to return later.
Park County Court Supervised Treatment Program Director, Shannon Votaw – RE: Park County FY2022 Budget Special Funding Request
Ms. Votaw thanked the board for the opportunity to present their request in the amount of $12,000. The funds are used to match grants.
Park County Commissioners – RE: Open Park County Powell Library Building Programming Proposals
Deputy Clerk Odde was asked to open the bids on the three packets that were received.
• GSG Architecture – Greely, Colorado
• Arete Design Group, Sheridan Wyoming
• Plan One Architects, Cody Wyoming
These three businesses submitted their qualifications and designs which
includes repair/redesign of the existing structure to create a library that is 20,900 square feet. The Task Force will look over what has been submitted and return with a recommendation to the board.
Park County Landfill Manager, Greg Palmersheim – RE: Approval to Replace the Open Provisional Landfill Equipment Operator and Discussion on Landfill Division Wages
Mr. Palmersheim led the discussion on the inequities in pay throughout the surrounding area in the Solid Waste Department. He would like to be given more flexibility to determine what the employees are paid, flexibility to make judgements on his own, staff would remain on the county scale, and increasing the entry level wage. After further conversation, Chairman Livingston stated that Mr. Palmersheim should work with the Clerk on the grade placement for all employees. Commissioner Mangold made a motion to approve replacing the equipment operator and moving current employees up a grade, Commissioner Tilden seconded, and motion carried.
Executive Session.
Commissioner Tilden made a motion to enter executive session pursuant to W.S. § 16-4-405 (a) (ix), Commissioner Overfield seconded, and motion carried.
Commissioner Overfield moved to exit from executive session, Commissioner Theil seconded, and the motion carried. No decisions were made in or as a result of the executive session.
Adjourn.
