Vice Chairman, Joe Tilden called to order a regular meeting of the Board of County Commissioners of Park County, Wyoming, on Tuesday, December 3, 2019.  Present were, Commissioners Lee Livingston, Dossie Overfield and Lloyd Thiel, and Clerk Colleen Renner. Chairman Fulkerson was absent.

Mike Garza led the audience in the Pledge of Allegiance.

Consent Items:

Approve-Minutes, Payroll and Vouchers

Commissioner Livingston made a motion to approve the following consent agenda items: minutes from November 19, bi-weekly payroll in the amount of $607,274.55 with health insurance, vouchers, Coalition Letter to NACo supporting the full PILT Funding and Reauthorization of SRS, Point Cafe Lease Agreement and Powell High School 2020 Senior Bash event. Commissioner Overfield seconded and the motion carried.

Park County Commissioners – RE: Nominate (1) At-Large and (1) County Commissioner and Chairman Sign Local Government Liability Pool (LGLP) Ballot

Commissioner Livingston made a motion to nominate Brad Basse for the at-large position, Commissioner Thiel seconded, and motion carried.

Commissioner Thiel made a motion to nominate Richard C. Grant, Jr. for the County Commissioner position opening, Commissioner Overfield seconded, and motion carried.

Park County Buildings & Ground Superintendent, Mike Garza – RE: Approve Refilling Park County Buildings & Grounds Position in Cody

Mr. Garza is requesting to begin advertising for the maintenance tech position that will become open with an employee retiring in February and would like an overlap period with the new and retiring employees.  Commissioner Thiel made a motion to allow the position to be filled at the beginning of a pay period prior to the retirement, Commissioner Livingston seconded, and motion carried.

Powell Valley Healthcare Director, Jerome Walsh and Director of Emergency and Critical Care Services, June Minchow – RE: Approve and Sign Powell Hospital District SLIB (Wyoming State Lands and Investment Board) Letter of Support for Mineral Royalty Grant Application from for Hospital Equipment Upgrade

Ms. Kohn stated Director Walsh would not be able to attend at this time, Commissioner Livingston questioned if they even needed to appear, after brief discussion it was decided they would not need to appear and present. Commissioner Livingston made a motion to approve and the board sign the letter of support, Commissioner Thiel seconded, and motion carried.

Park County Planning & Zoning Planner II, Kim Dillivan – RE: Moore Simple Subdivision Vacation and Amended Plat

Mr. Dillivan presented the vacating documents for the Moore Simple subdivision joining lot 1 with a parcel of land creating one newly configured lot intended for residential use. A public hearing is not required as this is adjusting boundary lines.

Commissioner Overfield made a motion to approve the amended plat, Commissioner Thiel seconded, and motion carried. RESOLUTION 2019-64

Park County Curator, Brian Beauvais and Park County Historic Preservation Commission, Dr. Larry Todd and Dakota Russell – RE: FY2019 Annual Park County Historic Preservation Report and Approve and Chairman Sign SHPO Grant Application FY2020 Heart Mountain Relocation Center

Mr. Beauvais stated the SHPO grant application is on hold and may not meet this year’s deadline.

Dr. Todd briefed the Commissioners on the 2019 annual report by highlighting four criterion areas. The work done on the Needle Creek cabins, Dead Indian Creek sight, ice patch and archeological work, backcountry work with Shoshone National Forest, 1,600 in kind hours, public education events on eight different topics reaching over 300 individuals, ten national and international presentations attended and three peer reviews all of which are basic requirements of this grant.

Commissioner Livingston made a motion to approve the annual report as presented, Commissioner Thiel seconded, and motion carried.

Park County Historic Preservation - Dr. Larry Todd interviewed at this time.

Yellowstone Regional Airport Board Chairman, Bucky Hall and Yellowstone Regional Airport Executive Director, Bob Hooper – RE: Approve and Chairman Sign Letter of Support Yellowstone Regional Airport Application for SLIB (Wyoming State Lands and Investment Board (SLIB) Grant for the Construction of a Car Rental Quick Turn Facility

Mr. Hooper is requesting a letter of support for SLIB grant to fund car rental quick turn facility car wash and fuel depot for the car rental facilities at the airport. The projected cost is $1.4 million, and the Joint Powers Board is requesting fifty percent from SLIB. After further discussion Commissioner Livingston made a motion to approve the letter of support and the board sign, Commissioner Thiel seconded, and motion carried.

Park County Sheriff, Scott Steward – RE: Approve to Replace Park County Sheriff’s Detention Officer

Mr. Steward is requesting to fill two positions, one detention employee resigned, and the other position will become vacant in February with an employee retiring. Commissioner Livingston made a motion to allow the hiring of the two positions, Commissioner Overfield seconded, and motion carried. 

Yellowstone Regional Airport Board - Hans Odde was interviewed at this time.

Park County Commissioners – RE: Interviews for Vacant Board Positions

The following persons applied for the open board positions:

Park County Fair Board – one application was received late from Christy Muecke.

Buffalo Bill Dam Visitor Center Board – William McCormick and Klodette Stroh

Park County Historic Preservation – J. Gregory Smith

Park County Planning & Zoning Commission – Deborah Smith, Richard Jones and Linda Putney who was unable to appear.

Yellowstone Regional Airport Board – Keith McVicar, Justin Marchant, Robert Redmond, and Bucky Hall

Commissioner Livingston made a motion to reappoint Larry Todd and Greg Smith to the Park County Historic Preservation Board, Commissioner Overfield seconded, and motion carried.

Commissioner Thiel made a motion to reappoint Klodette Stroh and William McCormick to the Park County Buffalo Bill Dam Visitor Center, Commissioner Livingston seconded, and motion carried.

Commissioner Thiel made a motion to reappoint Christy Muecke to the Park County Fair board, Commissioner Overfield seconded, and motion carried.

Commissioner Livingston made a motion to reappoint Linda Putney to the Park County Planning & Zoning Board, Commissioner Overfield seconded, and motion carried. Commissioner Livingston made a motion to appoint Richard Jones to the Park County Planning & Zoning Board, Commissioner Thiel seconded, and motion carried.

Commissioner Livingston made a motion to reappoint Bucky Hall to the Yellowstone Regional Airport Board, Commissioner Overfield seconded, Commissioner Thiel opposed, Vice Chairman Tilden voted aye, and motion carried. Commissioner Thiel made a motion to appoint Robert Redmond to the Yellowstone Regional Airport Board, Commissioner Livingston seconded, and motion carried.
