City Council Proceedings
March 17, 2025
The governing body of the City of Powell met in regular session at 6:00 p.m. on March 17, 2025, in the Council Chambers of City Hall. Mayor John Wetzel called the meeting to order, and the following were present: Council Members Tim Sapp, Floyd Young, Steven Lensegrav, Zane Logan, Geoff Hovivian and Troy Bray. City Officials: Administrator Zack Thorington, City Clerk Tiffany Brando, City Attorney Alexa Rolin and Chief of Police Jim Rhea. Approval of Agenda: Councilman Logan moved to approve the agenda as presented, seconded by Councilman Sapp, unanimous approval, MOTION CARRIED. Approval of March 3, 2025 Minutes: Councilman Young moved to approve as presented, seconded by Councilman Lensegrav, unanimous approval, MOTION CARRIED.
Bills and Claims: Mayor Wetzel abstained #54. Councilman Lensegrav made a motion the bills be allowed and authorize the Treasurer to draw warrants for payment of the same, seconded by Councilman Hovivian, unanimous approval, MOTION CARRIED.
Officer Recognition: Chief Rhea spoke honoring officer Issac Gutierrez and Kevin Bennett for exceptional service and presented them with plaques for Acts of Valor performed in the spirit of service and sacrifice during an apartment fire and evacuation in February. Airport Expansion Ordinance 5.08.095(D): Rebekah Burns, PEP Executive Director would like the council to consider allowing permits for alcohol at the airport. Ms. Burns discussed upcoming open house to discuss future development at the airport. Councilman Lensegrav asked how the permitting process would work and City Clerk Brando informed that they would go through the County as the airport is not officially annexed. Councilman Lensegrav moved to allow for the amendment of 5.08.095(D) to allow alcohol permits at the airport, seconded by Councilman Hovivian, unanimous approval, MOTION CARRIED.
Committee Updates: Councilman Logan Powell Valley Recycle, Councilman Hovivian Golf Board and Councilman Sapp Shoshone Municipal Pipeline.
Ordinance No. 2, 2025: Attorney Rolin read by title - An Ordinance to Change the Zoning Designation of the Real Property Described Below, From Agricultural Cultivation (A-C), to R-M, Residential Mixed-Use District. The Property to Be Zoned as R-M Residential-Mixed Used is Described as Follows: Lots 1, 2, 3 and 4 of Stonecrest Subdivision, located within Annexation Plat of Stonecrest Addition, Tract 3, Lot 63, Resurvey Township 55 North, Range 99 West, 6th Principal Meridian, City of Powell, Park County, Wyoming. Councilman Hovivian moved to approve on second reading, seconded by Councilman Logan, unanimous approval, MOTION CARRIED.
Rocky Mountain Car Wash License Agreement Extension: Administrator Thorington brought the licensing extension request and they are asking for an additional 10 years, signage is located on City property near the carwash. Councilman Hovivian moved to approve the extension and authorize all necessary signatures, seconded by Councilman Young, unanimous approval, MOTION CARRIED.
Certification of Uncollectible Debt: Administrator Thorington let council know the amount is $17,936.24 approx. $2,000 more than last year. Councilman Lensegrav moved to approve and authorize all necessary signatures, seconded by Councilman Sapp, unanimous approval, MOTION CARRIED.
Declaration of Surplus Property: Administrator Thorington explained the surplus property and the city will use an online auction platform for most of the items and is looking into an auction for the firearms. Councilman Bray moved to declare the surplus property and authorize necessary signatures, seconded by Councilman Logan, unanimous approval, MOTION CARRIED.
NAVAID Maintenance Grant Request: Administrator Thorington discussed the annual request. Councilman Hovivian moved to accept and authorize all necessary signatures, seconded by Councilman Lensegrav, unanimous approval, MOTION CARRIED.
Aviation Encouragement Grant Request: Administrator Thorington discussed the grant request which in the past is used for Wings N Wheels. Councilman Lensegrav moved to approve and authorize all necessary signatures, seconded by Councilman Young, unanimous approval, MOTION CARRIED.
Adjourn: There being no further business to be considered at this meeting; Councilman Hovivian moved to adjourn, seconded by Councilman Logan, unanimous approval, MOTION CARRIED. Mayor Wetzel adjourned the regular meeting at 6:26 p.m.
