May 17, 2021

The governing body of the City of Powell met in regular session at 6:00 p.m. on May 17, 2021 in the Council Chambers of City Hall. Mayor John Wetzel called the meeting to order and the following were present: Council Members Tim Sapp, Floyd Young, Lesli Spencer, Steven Lensegrav, Geoff Hovivian and Zane Logan. City Officials: City Administrator Zack Thorington, City Clerk Tiffany Brando, City Attorney Sandee Kitchen and Deputy Attorney Scott Kath.
Approval of Agenda: Councilman Young moved to approve the agenda as presented, seconded by Councilman Logan, unanimous approval, MOTION CARRIED. Approval of May 3, 2021 minutes and May 10, 2021 Work Session: Councilman Lensegrav moved to approve minutes as presented, seconded by Councilwoman Spencer, unanimous approval, MOTION CARRIED.
Bills and Claims: Mayor Wetzel abstained from #46. Councilman Hovivian made a motion the bills be allowed and authorize the Treasurer to draw warrants for payment of the same, seconded by Councilman Sapp, unanimous approval, MOTION CARRIED. PUBLIC HEARING: 6:00 PM Budget Amendment FY 2020-2021 – Attorney Kitchen opened hearing at 6:01 PM, no comments, closed hearing at 6:02 PM. Resolution No. 5, 2021: A Resolution to Amend the 2020-2021 Budget. Councilman Lensegrav moved to approve, seconded by Councilman Young, unanimous approval, MOTION CARRIED. Resolution No. 6, 2021: A Resolution for Open Container May 22nd at Homesteader Park for John Wesley Powell Days. Councilman Hovivian moved to approved, seconded by Councilwoman Spencer, unanimous approval, MOTION CARRIED. Catering permit for the K-Bar June 11th at Washington Park. Councilman Hovivian moved to approve, seconded by Councilwoman Spencer, unanimous approval, MOTION CARRIED. Resolution No. 7, 2021: A Resolution for Open Container June 11th at Washington Park for Elite West Realty Client Appreciation. Councilwoman Spencer moved to approve, seconded by Councilman Hovivian, unanimous approval, MOTION CARRIED. Malt Beverage Permit: Park County Fair July 27th – 31st at Park County Fairgrounds. Councilman Lensegrav moved to approve, seconded by Councilman Young, unanimous approval, MOTION CARRIED.
Committee Updates: Councilman Lensegrav Recreation Board, Councilwoman Spencer Urban Systems, Councilman Logan Recycle Board and Mayor Wetzel Park County Travel Council.
Zachary Thorington Employment Agreement: Additional year added to the agreement, no other changes. Councilman Hovivian moved to approve and authorize necessary signatures, seconded by Councilman Logan, unanimous approval, MOTION CARRIED. Shoshone Municipal Pipeline re-appointment of Tim Sapp: Councilwoman Spencer moved to approve, seconded by Councilman Lensegrav, unanimous approval, MOTION CARRIED. Ordinance No. 7, 2021: An Ordinance to Provide for the 2021-22 Budget for the City of Powell, Wyoming for the Fiscal Year Beginning the First Day of July 2021 and Ending the 30th Day of June 2022. Councilman Sapp approved on first reading, seconded by Councilman Young, unanimous approval, MOTION CARRIED. Adopt Capital Improvement Plant FY 2022-2026: Councilman Lensegrav moved to approve adopting the FY 2022-2026 Capital Improvement Plan, seconded by Councilman Hovivian, unanimous approval, MOTION CARRIED. Agreement with Engineering Design Associates for the PAC dehumidification/HVAC System. Administrator Thorington explained how the Engineer was chosen and they are a Wyoming based firm. Councilwoman Spencer moved to approve and authorize all necessary signatures, seconded by Councilman Young, unanimous approval, MOTION CARRIED.
There being no further business to be considered at this meeting, Councilwoman Spencer moved to adjourn, seconded by Councilman Lensegrav, unanimous approval, MOTION CARRIED. Mayor Wetzel adjourned the regular meeting at 6:16 p.m.

Comments
