Wednesday was the first day candidates could file for election to seats on boards charged with overseeing local tax districts.

In Powell, those include boards governing the Park County School District No. 1, Northwest College, Powell Hospital District, Park County Fire District No. 1, Crown Hill Cemetery District and the Powell-Clark’s Fork Conservation District.

Three of the seven members of the Park County School District No. 1 board of trustees are coming to the end of their terms.

Rob McCray said he will seek a second term as board chairman.

David Northrup will not seek re-election as he is running for the Legislature’s House District 50 seat.

Northrup spent six of his 12 years on the board as chairman and two as vice chairman.

Lee Craig, who has served on the board for five years, said he is undecided about whether he will file for re-election.

One candidate, Lynn Stutzman, has already announced an intent to run, filing for the school board back in May.

Four seats on the seven-member board for Northwest College are up for election.

Those seats are held by Gloria Hedderman of Powell, Jim Sessions of Meeteetse, and Marty Coe and Mark Westerhold, both of Cody.

Hedderman said she hasn’t decided whether to file for another term on the board.

Coe said she won’t run for re-election.

“I have a self-imposed term limit,” she said Wednesday. “I think other people should have an opportunity, and some won’t run if there’s an incumbent.”

Coe said she has limited her service on other governing boards to two terms as well.

Paul Fees of Cody filed his intent to run for the NWC board back in May.

Attempts to contact Westerhold and Sessions before press time Wednesday were unsuccessful.

Three of the seven seats on the Powell Hospital District board are up for election this year.

Board President Mark Kitchen, the most experienced person on the hospital board, announced last week he does not intend to run for another term.

Larry Parker was appointed two years ago, then elected in November 2010 to fill the two years remaining on former trustee Kay Carlson’s term.

Parker said he will run again for a four-year term.

Deb Kleinfeldt was elected to her first term in 2008. Attempts to reach her Wednesday were unsuccessful.

Two seats on the Park County Fire Protection District No. 1 board are up for reelection this year. Those are Director 2, currently held by Roger Easum, and Director 4, currently held by Greg Toland.

The terms run four years.

With another term, Easum would have 20 years serving the district. He said he’ll run again “unless somebody else wants it.”

Toland has served eight years, and said he does not plan to seek another term.

Toland, a reserve Powell volunteer firefighter, said he has accomplished his primary goal to establish a fire truck replacement schedule.

“It might be good for someone else to get in there,” Toland said.

Two spots are up for grabs at the Powell Clark’s Fork Conservation District, and both incumbents, seasoned district members, aim to keep their seats.

Both Floyd Derry and Shane Smith said it is important to work with the Wyoming Department of Environmental Quality as it studies the total maximum daily load of fecal bacteria in Bitter Creek and the Shoshone River. Smith, a third-generation Powell area farmer, has served the district 12 years.

“I think that is an important thing to keep someone agriculture-oriented in,” Smith said.

Derry has 35 years with the district under his belt. The conservation districts are under the umbrella of the farm bill through the National Resource Conservation Service, and he is glad to be a part of that, he said.

On the Crown Hill Cemetery District Board, the seats held by Ben D. Keller, Judith Jones and Bill Metzler are up for election.

The filing period ends Aug. 27. Candidates for board seats will be listed on the November ballot.
