Flom leaving Northwest College at end of week

Northwest College’s finance director, Sheldon Flom, will leave the college Friday to assume the post of vice president for administrative services at Western Wyoming Community College in Rock Springs.

Flom said he is leaving because “I want to advance in my career, and I can’t do it here.”

He has served as Northwest College’s interim vice president for administrative services for more than a year and a half, and said he applied to fill that position permanently twice during two separate searches. 

“Unfortunately, the search committee chose not to grant me an interview either time,” Flom said in an email last week.

The first search, conducted during the 2013-14 school year, ended without filling the position. The second, conducted this fall, concluded last month with the hiring of Lisa Watson, who will assume the position in January or February. She currently holds the same position at Miles Community College in Miles City, where she formerly worked with NWC President Stefani Hicswa, when Hicswa was president at MCC. 

Flom and Hicswa both said they are working with Watson to help her transition into the vice president’s role at Northwest.

“Vice President Watson and I are still negotiating her official start date; however, she will be on campus in December to work with Sheldon before he leaves,” Hicswa said. “I will be filling the role of VP until Lisa is with us full time.”

Flom added, “I’ve been going over the broad view of how the college finances work and how we interact with the WCCC (Wyoming Community College Commission),” Flom said. “When she is here (this) week, I will go over the state’s funding formula for the colleges, generate revenue projection for the next fiscal year and introduce her at the next WCCC Administrative Service Council teleconference.

“I will also bring her up to date on warranty items on the Yellowstone Building, major maintenance projects and sources of funding and current staffing levels and requests,” he said. “I am also trying to include Lisa in a meeting with First Bank (of Wyoming) on the re-financing of the Simpson Hall Lease Revenue Bonds.

“We will also review the different departments that the VP supervises, their ongoing projects, budgets and challenges,” Flom said.

“I’ve also been working with Jo Ann Heimer, the business officer manager; she will be taking on additional duties of the finance director until one is hired,” he said.

Hicswa said she also will assume some of the finance director’s duties until a new director is hired to replace Flom.

“I appreciate his eight years of service to NWC as finance director and as interim administrative services vice president for the past year,” she wrote in an email to the college community Dec. 1.

Hicswa said she considered not filling Flom’s position, but “due to the regulatory environment of college and university finance, it is not prudent to do so. After discussions with several people, including Vice President Watson and our auditor, I plan to post the finance director position as soon as possible.”
