Cardwell back in state; held without bond

Paul Cardwell is back in Wyoming — and he’ll be staying for a while.

At a Monday hearing in Cheyenne, U.S. District Court Judge Nancy D. Freudenthal ordered the former Powell Valley Healthcare CEO and alleged confidence man to be kept in federal custody pending an Aug. 9 hearing.

Cardwell, 47, is charged with 15 felony counts alleging he stole close to $848,000 during his seven months as Powell Valley Healthcare CEO in 2011. Cardwell pleaded not guilty to the charges at a March 2012 appearance in Cheyenne, but dropped off the grid in late August.

Despite having turned in his U.S. passport, Cardwell managed to get to Thailand: U.S. Department of Homeland Security Investigations and Royal Thai Tourist Police caught Cardwell there on June 7.

Federal authorities have been slowly but surely bringing him back to Cheyenne since then. Cardwell made an appearance in San Francisco on June 27. It is unclear where he was being held before he surfaced in Cheyenne Monday afternoon.

John Powell, a spokesman for the U.S. Attorney’s Office in Cheyenne, said Cardwell is facing an additional charge related to the alleged bond violation.

Cardwell reportedly defrauded Powell Valley Healthcare by pretending money was going towards staff recruiting. Instead, prosecutors say it was going to a friend in Indiana, Michael J. Plake, who simply pocketed 25 percent of the money and kicked 75 percent back to Cardwell.

The two men also allegedly ran the same scheme between 2003 and 2009 at White County Memorial Hospital in Monticello, Ind., where Cardwell had previously been the CEO. That scheme reportedly netted close to $846,000. Cardwell has yet to answer to a felony charge in Indiana related to his time at the hospital there.
